7. Animals who are often left by their owners chained, unfed, without water, exposed and basically uncared for, for long periods of time usually due to the traveling nature of the pet owner’s occupation. 

8. Pets who limp and also with untreated wounds, due to road accidents but are not brought to the veterinarian for treatment.
