Serial killers are defined in this way: when a person murders at least four people over a period of time, that person is called a serial killer. The acts carried out by them are usually sexually motivated and they will do anything to stretch the boundaries of morality.
But if someone enters a local restaurant and takes everybody out in one go, that does not count. In order to qualify as serial killer, the killings must take place one after another.
A modern, mass-media phenomenon
The serial killer is a modern, mass-media phenomenon, although there were multiple murderers throughout history, such felons only became known as serial killers when the police discovered the bodies of their victims consecutively, the resultant press reports chilling the blood of the reading public and giving the impression that no one was safe.
Motivation
Motivations are often sexual. Some like to mutilate the bodies of their victims and sometimes resort to cannibalism. They seem to like to see how far they can travel beyond the usual boundaries of morality.

Great article. Serial killers are probably the most frightening because you never know when they will strike and as in the case of Ted Bundy, they seem like normal people to everyone who knows them. It gives me chills just thinking about it. There has been a lot in the news lately about the Zodiac Killer as well. I look forward to reading your series.
