Is This Governmental Bureaucratic Satire Possible?

Sometimes when budget crunching gets touchy, departments get top heavy.

Let’s say for the purpose of this dissertation that you live in a city that owns a cemetery which has recently become the victim of vandalism.  Because of budgetary considerations the Public Safety Division has reduced the number of police offiers so there is no one available to patrol the cemetery at night to prevent vandals from carrying out their outrage.  Consequently, the city council has decided to hire a night watchman to patrol the cemetery to prevent desecration of gravesites.  Human Resources posts the obligatory notice on the bulletin board at city hall and, after two weeks no one in-house wishes to apply for the “graveyard” position (get it?  I hate it when my pun is overlooked.) an ad is placed and a person is hired to watch over the cemetery during darkness hours.

Here’s where the problem begins.  The council meets agiain and asks, how can the watchman do his job without proper instruction?  So, a planning department is created.  Two people are hired…one to write instructions and one to do time studies.

Next week, a council woman suggested the night watchman might not be doing his task correctly so they created a Quality Control department and hired two more people…one to study and one to write reports.  Well,  goodness sakes, how do we pay for them?  So they created a time keeper and a payroll officer.

Next meeting, someone suggested  that there  needed to be some accountability so they created an adiministrative section and hired three people…an Administrative Officer, Assistant Administrative Officer and a Legal Secretary. 

At the end of the year the City Manager reported the cemetery was $18,000.00 over budget so they laid off the night watchman.

    Quite interesting.There is a similar kind of story in Tamil.A hermit, who normally remained a bachelor, for the purpose of getting milk, purchased a cow; then to look after the cow he engaged a woman and then finally ended up in getting married her.The root cause was to have some milk.It resulted in ending up his bachelorhood.

    A bunch of unecessary job were created to watch over one position. They might as well continue to let the police patrol the area, because they are not really saving any money, just creating a lot of new headaches. Great article thanks for sharing.

    Episodes of this nature infuriate me to no end. The end result seems to be over budget and cut out the most important person. I was victim a few times in my life and observed it proportionately more often than that. If you see the irony and many others do too, how does it keep on occurring in many forms without some correction? Good composition on a really sad situation.TX for highlighting this PROBLEM.
