$250.00 Coming in May From the American Recovery and Reinvestment Act of 2009

This past February, President Obama signed the American Recovery and Reinvestment Act of 2009. Included in the act is a one-time $250.00 payment to those that receive (SSI) Supplemental Security Income and adult Social Security benefits.

This 13 billion dollar aspect of the American Recovery and Reinvestment Act will reach over 55 million beneficiaries. Vice President Biden said in March:  “These are checks that will make a big difference in the lives of older Americans and people with disabilities – many of whom have been hit especially hard by the economic crisis that has swept across the country.”

The Department of the Treasury will be issuing payments starting in May, 2009.  All payments are expected to be sent by the end of May, but it may take as long as June 4, 2009.  Those that qualify do not need to take any action to receive the payment. The payment will automatically be sent (separate from regular benefits) by mail, Direct Express, or direct deposit. It will come by the same means that regular benefits are paid.

To receive the one-time $250.00 payment the person:

  • Must have been eligible for Social Security or SSI benefits for November, 2008 through January 2009.
  • Can not be receiving Medicaid in a care facility.
  • Must live in the US or one of the US territories.
  • Can not be a prisoner, fugitive of the law, or have parole violations.
  • Can not currently have their benefits suspended.

Children that receive Social Security benefits will not be eligible, but children receiving SSI will be eligible. The $250.00 payment will not count as earned income or a resource against Social Security or SSI benefits.  It will also not be countable as gross income on federal taxes. However, delinquent taxes or child support will be deducted from the $250.00.

The legislation also provide the same $250.00 payment to Veterans Affairs (VA) and Railroad Retirement Board beneficiaries.  There will not be duplicate payments for those that qualify under both these and the Social Security Dept.  Only one payment will be issued regardless of how many benefits are paid.

The Australian Government’s $10.8 billion handout/stimulus package ($950.00 per eligible person) last December increased spending by a teeny-weeny fraction. I’d rather ongoing tax cuts.
