Fund Scam in Military
by This pertains to rotten system of finances in the Armed Forces of the Philippines.
After ranking as the 4th most corrupt country in Southeast Asia last year , the Philippines now facing another issue regarding corruption. This anomaly involved senior AFP (Armed Forces of the Philippines) officials.
Former military budget officer Cl. George Rabusa disclosed the secret source of fund to give to high officials of AFP particularly in chief of staff as” pabaon” (going-away gift) when they retired in their position.
The PCDA (Provision for Command- Directed Activities) serves as the secret fund reaching 40million/month. Five million goes to current chief of staff. PCDA also funded some military activities and whatever the remainder is, will be given to the chief of staff in case he will retire.
He named Angelo Reyes , Diomedio Villanueva, and Roy Cimatu (three former chiefs of staff) as beneficiaries of converted cash from the military.
He said Angelo Reyes ( also former Defense Secretary) had received not less than 50million as “pabaon” when he retired as chief of staff.
The issue is now on- going at the house of senate.
