Mainstreaming Gender: Experience of Occidental Mindoro National College

Gender mainstreaming in most government offices and institutions in the Philippines are still in the trial and error period. OMNC, an educational institution in Occ. Mindoro, although far from perfect, is already in the threshold of recognizing that gender and women are important factors in achieving holistic development.

Although I am in no way officially connected to the OMNC, I chose the College because it is the only government institution in the locality which is in the process of implementing Gender and Development Program and because its records are accessible to me. Assessing the College was not difficult because the key persons such as the Vice President for Academic Affairs Dr. ArnoldVenturina and Vice-President for Instructions Dr. Rosalinda Gomez were cooperative even citing that the endeavor could help them in their future plans. It was also the first time that a Gender Mainstreaming Evaluation Framework (GMEF )was conducted since the implementation of GAD in the College on 2007.

My connection with OMNC was way back ten years ago when I was a college student, asking why the vision is only for the MAN and not for humans or persons. So, I think, it is the beginning of my mission, which is to totally transform the MAN into person. After I came back from Korea on 2002, I began my journey to spread the “good news” that challenged patriarchy and gender. Using the feminist theology pedagogy, I was able to conduct series of Gender Sensitivity Training (GST) using the Bible as tool to reject patriarchy and gender and stereotyping of women even before the implementation of GAD in 2007. Since then,OMNC became my unofficial partner to my feminist endeavors particularly the Elementary Department.

Through my advocacy, I was also able to assist them in any way I can to improve their GAD Plan for better service to their target clients.

This paper seeks to assess the GAD awareness of the focal points/persons through the analysis of their GAD Programs using Contextual Analysis Tool and Gender Roles- Effect Tool.GMEF and Gender Audit were also used in assessing the level and the possible entry points for Gender Mainstreaming.

Although already at level 2, OMNC has still a long way to go and be more receptive to changes to be able to achieve higher levels in Gender Mainstreaming. Genuine interest to advance the cause of women and not necessarily the “spirit of volunteerism” shall prevail if the institution wants to realize the potential of each human being and not necessarily of MAN only.

History of the Institution

By the virtue of Batas Pambansa Blg. 531 on June 24, 1983 San Jose National High School became the Occidental Mindoro National College. From a secondary school, it now offers elementary laboratory school, baccalaureate courses and masters programs. Presently the College offers the following bachelor degrees: Bachelor of Science in Criminology; Bachelor of Science in Education; Bachelor of Science in Commerce;  Bachelor of Science in Information Technology; Bachelor of Science in Agriculture/Agro-Forestry; Bachelor of Science in Industrial Education; Bachelor of Science in Hotel and Restaurant Management;  and Vocational Courses such as Midwifery, Mechanical, Electronics Technology

    At least, something is happening – hopefully for the better. I just hope no half-baked results come out of it; can’t the school get qualified trainors?

    …..fabulous…i like your right ups concerning my Alma Matter. Im proud that i belong to OMNC alumni. Through this institution I learned a lot specially when I took the course Bachelor of Elementary Education. It changed my personality, my thoughts, my dreams,from good to better until to become best of my own. My friends, whom I met here they are one of a kind. They were the one who influenced me to become a better person. They did not encouraged me to be close to our Almighty God they just shown me the importance of seeking God first. I have this friend name Joy, she is a Christian but not a catholic one. She was the one who inspired me to become close to God. I adore her a lot . She brought me twice to their church. Honestly, I felt comfortable when I attended there. In OMNC, I also met different teachers who were not just good but amazing. They opened up my mind concerning gender issues. I attended several symposium regarding gender issues conducted by our department. It do helped me to achieve the main goal of my institution.
    Keep it up OMNC..

    indeed, omnc is my alma mater. i graduated my secondary level (1999), then, my college course in 2003 .

    the mob has observed the decline of the popularity of dr. sanqui.
    during my early years in high school, all the employees vowed their heads to him. gradually, the insiders of omnc disliked him. the opposition has been clamoring for some changes and equlity, etc. how do we know these matters? the instructors themselves are divulging and very vocal in different issues pointing against to dr. sanqui which we beieved are true.
