No Collection Policy for Free Education
The no collection policy was strictly implemented by the Department of Education since the beginning of the enrollment of the school year 2008.

It aims to assure that pupils from public schools will not pay for any kind of voluntary contribution from Grade I to IV such as Anti-TB, United Way, Presscon, Giirls and Boys Scout Registration from Grade V and VI only.
It insists that poor Filipino children should be free from any kind of contribution that hinders them to go to school. It makes no excuses for the poor families to send their children in the public school.
The no collection Policy lightened up the burden of teacher to collect such contributions especially, many children in the public school can’t hardly pay even single cent because of poverty.
But the assurance of free education also opens some problems for the current school systems. As long as this policy was implemented, the school could not get any shares that help in its operations like Math affiliation, Science affiliation, registration in BSP and GSP, to name a few. Another thing, the collections are the primary source of the schools to finance and support the pupils that serve as pride by joining some contest and events. Not to mention, public schools are primarily dependent on budgets given by the Department of Education and donations given by some concern citizens.
Some sectors like BSP and GSP actively support the program of the Department of Education. So, How can we get the 100% support for these organization if children will not pay?
Now that the advantages and disadvantages were narrowed down, the Department of Education must consider its sole purpose, that is, to promote education to everyone without compromising the quality of education and learning process. The question is, will the No Collection Policy be effective or will it serve as a mere representation that the government is doing something for its people? At the end of the day, my fellow pupils, our future still holds on to how enthusiastic and determined we are.
