Need for a Cultural Policy
Why the world needs a culture policy.
g. Give due weight age to the concept of decentralization as an instrument of cultural policy, which would reconcile the needs of public participation with public accountability for all sub cultures and public resources are used to encourage awareness and participation in cultural activity . (Adams and Goldbard, 1978)
h. Decentralization of information must be done in such a manner that benefits both the recipients and purveyors.
The CAC have made the following recommendations for the process of policy making:
a. Advise and coordinate Cultural Affairs with the executive office of the president:
b. The president could take a substantial step by creating an office of cultural affairs within the EOP so that policies can get more than an episodic consideration
c. Requirement for an Undersecretary of Cultural Affairs; The revolution in technology and media that has given the American culture a world-wide reach. It could also be used by the government as a basis for establishing their new foreign policy. The undersecretary of cultural affairs could interact with the ministers of other countries as the potential for cultural politics is huge.
d. A comprehensive and integrated approach to policy making which help preserving American vitality and cultural heritage various agencies including the federal agency can investigate how various policies regarding programs, funding and regulations affect the cultural sector.
e. Creation of a national advisory on creativity and cultural heritage which will include members from the private and public sector.(CAC, 2001)
Conclusion:
The new department of cultural development has undertaken a coordinated cultural policy which can be controlled at the national level. They protect cultural rights; provide training and educational information conduct national research, distribution skill sharing and initiating cultural and national project. (Adams and Goldbard 1987), while fiscal concerns and the health of commercial art and culture and humanities institutions will remain a key focal point in cultural policymaking . We must also take in issues arising from trade negotiations , anti-trust enforcement , copyright and patent law decisions public broadcasting operations and our relation to other countries.(CAC, 2001)
