1. During world war two, before the USA entered the war.
2. The USA is ignorant to join WW2 against Germany because it thinks that is well isolated and Germany wont bother attacking a far off isolated country.
3. Dr.Seuss is trying to portray the USA involvement in World War 2. The USA didn’t want to get involved in WWII because they were trying to peruse an isolationist policy.  
4. The symbol on Uncle Sam’s hat represents the USA, The Nazi symbol on the bird represents Germany and the broken trees in the cartoon represent the defeated countries and countries that are being attacked and or conquered. 
5. The USA was not totally safe from the destructive affects of Nazi Germany because of the ships being sunk that were American war supply ships supplying the allies’ effort. So in reality the USA was not totally untouched like depicted. The size of America in terms of the bird and the size of Nazi Germany is quite large. The size difference could be a bias trying to say that the USA is one giant country compared to Nazi Germany as a little country that is nothing to worry about.   
6. Dr Seuss is trying to say that the USA should not assume that Germany will stop just at Europe. They will probity cross the ocean and attack the USA. Dr Seuss is trying to get the USA to change its foreign policy and attack Nazi Germany along with the allies.
