Budget Reflects Corruption in Mexico
Senate President, Carlos Navarre, warns of the possibility of misuse of federal funds for next year by state governments, especially the PRI.
Approval of the Expenditure Budget of the Federation for 2010 reflects the completion of the report by Transparency International, which fell 17 places Mexico and ranked below countries such as Lesotho or Malawi, said the President of the Senate, Carlos Navarre, who warned of the possibility of misuse of federal funds for next year by state governments, especially the PRI.
He said that the PAN could not defend the position of the federal executive and now the PAN are closer to the positioning of the PRD, it is concluded that the PRI “has put one knee on the floor to the president, forced him to conditions, the camera not had chance to stop this.”
“President (Felipe Calderón) know how big the defeat that was inflicted, the presidential veto power, we will not say, but what is clear is that this is the first budget that was fixed, not with scalpel but with machete clean, dividing left and right resources.
“It rains in the wet,” he said, noting that the analysis result of Transparency International is made known when a budget approved in Mexico characterized by a lack of mechanisms to ensure its good management, transparency and balance.
“Lack of transparency is accentuated by the decision in Chamber of Deputies. This fall (in the index) is sealed, and well sealed, with the measure adopted by a majority in the Chamber of Deputies.
He charged that the adoption has been given free rein to manage the resources you. “I fear that in many states in 2010 will be rough and brutal use of resources transferred to spending, not investment or programs, but to be diverted to expenses otherwise, corruption, election spending and spending fear.”
Even quoted state leaders who suspects used the resources for other purposes:
“I know the style of governing, do not speak from hearsay, from Veracruz (Fidel Herrera Beltrán), Oaxaca (Ulises Ruiz) of (Henry) Peña Netti (Mexico State), do deeds tinsel and keep their states in serious social arrears. Oaxaca, states that send more resources, is the poorest state because fortunes are diverted to officials of this administration in turn.”
