Ethical and Moral Issues Involved in Implementing Internet Technology in Russia

Describes the ethical and morale dilemmas when implementing the internet into widespread Russia.

            Depending on which route Russia takes for punishing cyber-crimes, they may be able to set limitations along the same direction.  If they decide to get together with other countries, for example, they can then set limitations that work along side the punishments.  Cyber-crimes could also have the same limitations as normal crimes and punishment if that is the direction Russia would go with their cyber law enforcement (Ng, 2008).

            No matter how Russia would enter the technological world in terms of the internet, it would end up costing them a lot of money.  The bulk of this money would be spent through creating their internet foundation within their government establishment as well as making sure their citizens were all situated with their internet capabilities (Ng, 2008).  Aside from the money used in internet set-ups, it would also be needed for security and staff to fix everyday problems.  The citizens of Russia may be too open to communication lines than their government would like them to be and this could hinder these technological advances.  There is also the fear that the very people who reside in Russia would be more inclined to emigrate from the country after learning about different cultures and how much better they could be treated.  If the Russian government would be a little more lenient with their citizens, they may be able to implement the internet technology into their country and one day be able to advance the internet with their own technological improvements (PacketStorm Security, 2004).
