How is Our Community Governed?

When people live in community there are some basic services and amenities that they require in order to make life easy and pleasant.Some of these services are: water supply,roads,electricity supply,telephone,transport,medical care,playgrounds,libraries,etc.
Each family in a village or town does not have thwe means to provide for itself with such needs.It is the community that provides these needs to the families.Certain needs are provided by orginisation at national level.
Keeping the community clean
One the omst important services that a municipal/village council offers to the inhabitants is to keep the community clean.Keeping the comminity clean is indeed a very difficult task and a costly one too.Its success depends much on the collaboration between the citizens and the local administration.
Lack of cleanliness can cause epidemics.In the past,epidemics had caused heavy loss of life in many countries of the world.
You have probably learned that epidemics like malaria and cholera killed thousands of people in Mauritius during the 19th century.To keep the community clean,refuse has to be disposed of in a proper way.Refuse includes waste foods from households,empty botles,containers,plastic bags,dry leaves from garden,scraps of paper,factory waste,etc.
When refuse is left in the open air,pests such as cockroaches,houseflies,and rats feed on it and carry bacteria into our home and onto our food.This can cause diseases.
Some careless people do a lot of harm to our community by throwing refuse anywhere without considering the harm that this can do to our environment.These people are littering.Many people throw rubbish out of the window or from the balcony of their appartments.Other people while travelling in a car or by bus throw waste paper,empty cans and plastic bottles on the road.
Waste collection
Every municipal/village council in many countries has a scavenging service for the collection of waste in their locality.The quantity of waste that has to be collected is increasinh very fast.There are many factors which are responsible for this.Some of them are:
- increase of population.
- better standard of living.
- increase in the number of manufacturing industries.
When waste has been collected,it has to be disposed of in such a way that it does not pollute the environment.This is a very difficult task that every community has to face.There are several ways of disposing waste:
- Incineration (burning the waste).
- Making compost that can be used as fertilizer.
- Open-air dumping.
- Land fill (burying the waste-Mare Chicose for example).
- Recycling (using the waste again -ex old newspapers are recycled to produce cement bags).
Project o n Cleanliness
In many communities,individuals and voluntary organization such as youth clubs participate in “keep our locality clean” campaigns.Such activities contribute to maintain the community clean,beautiful and healthy.
As responsable citizens of a village or town,you should not always rely on what others can do for you,but you should also come foward and pffer your help to your community.
