• One senator or house member
• One good idea written in the form of legislature
• One senate or house committee
• 51 yes senate votes
• One president

Method:

First, get the one or more senators/house members to think up a very good idea. Then, write that idea up in the form of legislative proposal. After that is done, give the House or Senate committee the idea to hold hearings, make changes, and recommend passage. After it has been in the house, the house or the senate will debate and pass its form of bill. Next, have the House and Senate members confer, and reach compromise on one bill. Last, have the president sign the bill or veto it. If it has been vetoed, Congress can override the veto with a 2/3 majority vote. If the law has been vetoed, and the 2/3 majority votes against the law, then go back to the beginning of the directions and try to pass the bill again. If it has not been vetoed, yes! You have made a law!
