Weather a Formidable Weapon

As i’ve described in “tornadoes,causes and cures hub” the boundary layer is responsible for all the violent winds, tornadoes , hurricanes et all, but it can be the cause of much kinder winds. So this would be an awesome weapon to use against another country. Could you imagine having a permanent high over anywhere or a permanent low, In the first case no rain would fall , in the second the rain would not stop falling.. But of course it would make a utopia here on earth where winds would blow as we want them to and only as fast as we want them to. There would be no more “tornadoe alley:” no more killer hurricanes just think of the saving on prevention ,rebuilding as well as all the deaths occured.. This is truely something the world should control before it becomes a military toy..
