No country can make significant headway in the welter of the contemporary melting pot without active participation of the hoi-polloi in nation building. The fate of every nation is determined by the level of work carried out by its individuals that form the fundamental constituent units. The public of every nation pin great hopes with the incumbent government but it is impossible for the regime in place to deliver upscale facilities and first-rate services to the rank and file without their feedback and input. Indifferent attitude and vested interests of the sleaze-spattered state functionaries add insult to injury that result in wastage of national resources and are a major stumbling block in the way of making progress with jogging strides. Therefore, now new concepts of delegation of authority, devolution of power, decentralization of responsibility and fair distribution of resources at grassroots level are founding spreading and firm roots. Establishment of community based organizations (CBOs) is a right step in the direction of quick delivery of services to the people at their doorsteps. These institutions are mandatory to indoctrinate a sense of responsibility in the individuals of the community and the nation at large.
In the developing countries like Pakistan, the delivery of basic services to the public is dismal because of the inept and corrupt state functionaries. The public staple too much hope with the elected representatives while they turn a blind eye towards their constituencies and woe-begon condition of the unfortunate voters who brought them to the corridors of power with the power of ballot box. They hope against hope for a final reprieve but in vain. The elected representatives embezzle public funds to flood their coffers with fat wads of bank notes instead of paying heed to utilizing their position to facilitate residents of their constituencies.
The condition of the government servants appointed in local bodies for delivery of health, education, water and sanitation facilities the rights of the disabled, gender issues, etc, is also inappropriate for facilitation of the public. Their focus remains their pay, perks and privileges. They are not professionally trained to appositely deliver the services. The community depends on them and they depend on under-budgeting, under-training and under-staffing are prominent marks perpetually speaking volumes of dismal condition of public sector institutions. In a nutshell the public sector organizations are inefficient to deliver high standard services to the people. In the developed countries public sector institutions are intact and integrated. Therefore, people of these countries enjoy all kinds of facilities.

Your article brings up a lot of good points. Unfortunetly, our political leaders, the world over, do “focus on their pay, perks, and privilege.” It is not in only one country. It happens everywhere. The people allow them too much power to get away with their greedy ways.
Also, many if not most, organizations, are headed up by those in control who assigned them these high positions, and FRAUD is rampant in the leadership of the organizations. Volunteers are often used to help provide profits for the higher ups, as well as offering the help needed to those who need it.
