If people are interested in meeting celebrities, first they need to know how to behave.
Of course, if you’re a great fan of that celebrity, you should tell them. Of course. However, people need to behave themselves. Of course, this is a celebrity. Maybe you’ve never met a celebrity before. Nevertheless, celebrities are still people. They are still human beings.
If you want an autograph and the celebrity says yes, get your autograph.
If the celebrity, for whatever reason, doesn’t like to give autographs, very politely acknowledge that this is okay with you. That you understand that probably a lot of people ask for autographs, and that you understand this. Don’t get mean with the celebrity. Don’t get obnoxious. Just be polite.
Most celebrities have been taught how to behave themselves, because they meet all kind of people, including people who think that just because this person is a celebrity they can be destructive to them. Maybe you’ve read articles that make you think this is okay. This is not okay. The press is destructive enough to many of these people, so certainly why should they want to meet some destructive person.

If you know the celebrity has a production company and you’re interested in presenting a proposal, you don’t present it directly. You tell the celebrity that you’d like the name and address of their production company.
If you know the celebrity is a philanthropist, you don’t directly ask for money. You state that you understand that they are a philanthropist, and to whom to you submit a proposal.
