Economy overall is concern about market ignoring over use of ecosystem capacity. Many poor communities are pushing ahead such adverse consequences over their environment.
The lack of awareness of adverse environmental affectation is notorious at the local government level. Many local communities are just blind about most of their negative interaction with their daily living surroundings. This fact increases ecosystem vulnerability to the extent of breaking ecological function capacity and turning daily ecosystem uses a threat to poor communities survival as a human commune.
On the contrary, the environmental economy point of theory that emphazises the incorporation of environmental adverse affectation in market prices through taxes might cause a faster and deeper deterioration on income power due to real salary plunge and an overall plunge of standard of living in many of
these communities. 
I believe that if such trend would be turned around local public policy should be directed to develop local environmental models that as simple as they can get it might be taught to locals for them to watch out for their ecological betterment. In addition, local public investment ought to be directed to develop green technology. In any case, Investment will attack a development problem such as low levels of employment of local human resources.
Local public policy at community level should be aimed to fullfill a main ecological objective that is to add order in the interaction community-nature. It is well obvious that many underdeveloped countries in the south lack order and justice , willing to reestablish ecological harmony should begin by being aware of their own ecological interaction levels. Sometimes anarchy can take place due to the unwillingness to impart justice in the distribution of all resources, economical efforts that should be directed to maintain ecosystem within function capacity are diverted to uses that, generally, increases adverse environmental effects over ecological variables such as poor community standard of living.
