Liberal Thinking of the Role of Leader

How certain aspects of international relations are seen from a liberal perspective.

Let’s start with Individual level. Liberals thinks that charismatic leaders can make a difference in foreign policy. However examples that given to prove this judgement does not satisfy me. Tito,Ceausescu and Gorbachov. These leaders live in communist and anti-democratic and one-party ruling countries. In these kinds of countries might be a change in foreign affairs when leader changed. When we look at our issue from individual point of view,I think constructivists may be more right. Because foreign affairs, getting a date to start negotiations with the  UE, it is not a leaders’ job, it is a team work. Has turkey gotten a date to start negotiations with the  UE  with only Erdogan’s effort or with the team behind Erdogan? Without a doubt it is team work. On the other hand,however I think individual level is not enough to get the issue clearly.

When we focus on Systematic level and using realist point of view we can not solve the issue. And also liberals do not say satisfying things. Let’s focus on more and what kinds of changes happened in international arena? and turkey got a date to start negotiations with the  UE. Why EU needs turkey? Or EU gave a date because of needing turkey? 9/11, Afghanistan and Iraq wars occurred etc. And how can be made a contact between  these events and   getting a date to start negotiations with the  UE? Let’s make a brainstorming and say like this, EU wants to show Arab states “look! The Union is not a christian club and turkey can associate secularism and democracy with Islam.and you can also do it” by taking turkey inside the union. First, turkey can not make sanction to arabs and second,they do not see us as a leader of Islam and don’t like us. International system is not convenient for explaining the date issue.

All right! What is the answer of this question for me? State? Turkey as a state has been desiring to join the EU since 1961. State give support to EU issue from tea vendor to highest diplomat. Only civilians? Even the military give support the EU issue. And also  media and private sector and non-governmental organizations desire it. However only the state level can not also explain our problem. As you know, before 2002 november, there was also this politics but we have never been so close to get a date to start negotiations with the  UE. After 2002 and with the new government sped this work up.

And let’s formulate this:

Leader and his team + state politics and also public support = a date to start negotiations with the  UE.
