November 2, 2010 is Not a Holiday in Philippines

November 2, 2010, Tuesday is All Souls’ Day.

President Noynoy Aquino has not declared November 2 as a non-working holiday before he left for his state visit in Vietnam on October 26.

His state visit to Vietnam will be covering October 26 and 27. After that, the President will attend the Association of Southeast Asian Nations (ASEAN) Summit on October 28 to 30.

President Aquino will return to the Philippines on Sunday, October 31.

The President did not leave caretaker powers to Vice President Binay while he is on his 5-day trip to Vietnam. Instead, the memorandum Aquino issued authorizing Executive Secretary Pacquito Ochoa Jr. to sign documents, including those usually signed “under the authority of the President,” while he is away, would still be in effect.

November 2, 2010 is not a holiday

When asked in an interview at the Ninoy Aquino International Airport, Ochoa said the President has not signed or ordered November 2 to be a holiday.

“He didn’t sign any proclamation, so go to work November 2,” Ochoa said.

Therefore, November 2 is not a holiday in the Philippines.

All Souls’ Day is not a holiday

According to Proclamation No. 1841, signed by former President Gloria Macapagal Arroyo on July 21, 2009, only November 1, 2010 is included as a holiday. Proclamation 1841 sets the Philippine holidays for the year 2010.

Last year, November 2 is declared as an additional special non-working holiday by virtue of the Proclamation No 1699.
