During the battle of Guernica in the Basque region of Spain, in 1937, Hitler’s Germany and Mussolini’s Italy sent warplanes to bomb the center of Basque culture. The bombing shocked the conscience of non-fascist western Europe and marked the initiation of “total war”, when civilian populations were killed in war to demoralize the enemy.
