Good governance, conceived here as a system of administration that is democratic, efficient and development oriented (Jeffries 1993:27).However the following are reasons why good governance is elusive in Africa:

Good governance is, among other things, participatory, transparent and accountable. It is also effective and equitable. And it promotes the rule of law. Good governance ensures that political, social and economic priorities are based on broad consensus in society and that the voices of the poorest and the most vulnerable are heard in decision-making over the allocation of development resources.

The recent public protests in India in support of Anna Hazare and his demand for a law in exactly the form his team has drafted it, is a rare instance of people demanding proactive role in governance. While such participation empowers people, it also has a cost, which make it impractical and not necessarily the best form of governance.

This article will talk about the effects of the recent revolution in various countries of the world against the existing regime.

While wide spread protests against the arrest of Anna Hazare, the civil activist demanding creation of an all powerful ombudsman, the ‘Jan Lok Pal’ are a signal of the awakening of Indian Middle Class against the cancer of corruption, many are asking whether such an ombudsman can actually deliver. The answer may lie in expectations, institutions and a mature debate.
