<h3>Introduction</h3>
<p>Corruption  conduct as defined by the Independent Commission Against Corruption Act  1988 is unlawful activity done intentionally. &nbsp;Corruption is also the  act of people committing or engaging in corruption (whether they are a  public official or not) that could or badly affect a person&rsquo;s integrity  by practicing several criminal actions willingly or unwillingly within  an organization. &nbsp;Several examples not limited to but include fraudulent  dealings in the office such as policies and procedures not visibly  available for employees to access. &nbsp;Also employees developing close  associations with outside sources to solicit monetary gifts, employee  training is inadequate, and not to mention public officials wasted  resources of public money. &nbsp;All these conditions affect the world today  in employment practices and require immediate attention since most  public and private organizations are affected by this behavior.</p>

<h3>The Idea in a Nutshell</h3>
<p>The  situations surrounding corruption happens worldwide and affects many  different ethnic groups and businesses. &nbsp;Corruption can take many forms  and occurs almost undetected throughout the judicial system. &nbsp;This  behavior is practiced in many forms and people use it for all types of  reasons whether it involves their job or the political structure. &nbsp;The  Independent Commission Against Corruption Act 1988 has been implemented  to help protect the administrative operations and offices within  organizations and guard them against fraud. This Act has the power to  issue legal investigations into any reports of corruption whether it is  acknowledge or suspected. &nbsp;Basically, in today&rsquo;s society this crime  exists and several measures can be taken to lessen its consequence as it  involves employment practices.</p>

<h3>The 10 Things You Need to Know About Employment Practices/Corruption</h3>
<p>1.&nbsp;&nbsp;&nbsp;  Bribery is accepting gifts from outside persons as a form of  appreciation for recognition, gratitude, or favors. &nbsp;This behavior is an  unethical conduct that causes employees to seek a reward from people  doing business with the organization. &nbsp;These gratuities can be used as  special treatment for employees who overlook policies and procedures  within private companies, or public offices to help their external  resources in illegal practices. &nbsp;&nbsp;Eventually, the employee conducts this  performance regularly with the person giving the gift naturally causing  them to participate in activities willingly and unwillingly that  questions their integrity.</p>
<p>2.&nbsp;&nbsp;&nbsp;  Embezzlement is also a corrupt practice within a company which involves  pilfering of their assets swindled by employees. &nbsp;These finances can be  taken by people who are representing a public office intended for  community purposes. &nbsp;Although embezzlement is considered as thieving, it  does not involve the public as a whole. &nbsp;&nbsp;Many foreign countries  experience the clash of this crime due to common practices internally  among organizations. &nbsp;Sometimes countries practice another form of  embezzlement known as &ldquo;straddling&rdquo; which illustrates the power some  business have and only allow family members and unmitigated communities  to &nbsp;become a component of them. &nbsp;Since this act mainly consist of taking  money and not personal possessions it would be hard for government  officials in the judicial system to eradicate such a crime. </p>
<p>3.&nbsp;&nbsp;&nbsp;  Favoritism involves specifically choosing close relatives and  associates for personal acknowledgment due to close affiliations.  &nbsp;Leaders who choose to exercise this treatment toward individuals they  feel deserve special consideration is causing other co-workers to feel  disregarded by management. &nbsp;The executives tend to show preference to  individuals of favor regardless of their abilities or position. &nbsp;Many  employees start to feel to feel left out and less favorable for their  work. &nbsp;According to others this behavior may be conceived as the  administration basing work ethnic on personal likeness to certain people  within the organization rather than noticeable abilities to do the job  resulting in discriminative actions against management.</p>

<p>4.&nbsp;&nbsp;&nbsp;  Fraud is a deliberate act to con officials into performing fraudulent  activities between members of politics and society in order to acquire  undisclosed funds. &nbsp;It is an act of manipulation to gain substance from  the other individual. &nbsp;Fraud covers a huge area of illegal acts to  deceive and collect payment for misleading actions in government and  state officials. &nbsp;Fraud can also be described as gathering knowledge of  information in exchange for favors. &nbsp;Unfortunately, this is a crime that  causes state and political agents to participate in other improper  conduct such as illegal foreign trade and distortion.</p>
<p>5.&nbsp;&nbsp;&nbsp;  Extortion is threatening to impose bodily harm to an individual for  money. &nbsp;Most scandalous mobs use this form of blackmail to attain free  money without earning it. &nbsp;This form of extortion is practiced by  criminals demanding money through the intentional actions of  persecution, terrorising, and dangerous pursuits of violence. &nbsp;State  officials are also capable of imposing this corrupt act on businesses  and communities. &nbsp;Some private companies receive threats to persuade  them to accept faulty dealings by becoming involved in money laundering.  &nbsp;Nevertheless, extortion causes people to perform dirty deeds as a way  to receive money they did not earn honestly. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>6.&nbsp;&nbsp;&nbsp;  Nepotism is the act of choosing ones individual family members for a  particular job. &nbsp;These individuals must be close kin and a part of the  immediate family. &nbsp;Managers who are in high positions often try to  appoint their close relatives to offices that may not be the appropriate  occupation for them. However, since the manager is the leader that  constitutes for work skills and experience. &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; </p>
<p>7.&nbsp;&nbsp;&nbsp;  Businesses can influence collaboration of these crimes by encouraging  employees to tell if they suspect or discover any type of corruption  within the company. &nbsp;Managers should make their staff feel comfortable  enough to disagree with authority and report an act of distrust being  performed within the organization. &nbsp;The supervisors must support  employees and investigate any alleged discrepancies of illegal activity  they feel inappropriate behavior in the department.</p>
<p>8.&nbsp;&nbsp;&nbsp;  The corporate overhead should consider appointing an ethnics officer in  the company educated in ethnics laws and policies. &nbsp;This officer would  be better equipped to suggest different alternatives to handling issues  with unprofessional conduct regardless to which area it involves. &nbsp;Most  employees feel contented while addressing problems regarding corrupt  practices with an official who has knowledge and training with these  types of work ethnic issues. &nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>9.&nbsp;&nbsp;&nbsp;  Managers can implement strategic goals and expectations on the  performance of employees to reward them for their hard work  individually. &nbsp;&nbsp;Some workers who feel neglected and overlooked for pay  raises or promotions will start to steal if necessary to compensate for  the pay they deserve. &nbsp;Personnel tend to create dishonest strategies to  get the manager attention if their hard work is not noticed and rewarded  according to personal tasks. &nbsp;</p>
<p>10.&nbsp;&nbsp;&nbsp;  Although corruption is common in employment practices there are ways it  can be exposed such as contacting state agencies. &nbsp;The Project on  Government Oversight Agency is available to take reports on any  suspicious activities noted by employees. &nbsp;The act of reporting  corruption to external entities without the knowledge of internal  management is known as whistle blowing. &nbsp;Most employees fear this type  of approach due to fear of revenge from upper superiors within the  department or office. &nbsp;So to eliminate being targeted by others with  threats or intimidation tactics, a person must remain anonymous and  provide only facts and documentation that relates to the incident to  back up the allegations. </p>

<h3>My Take</h3>
<p>My  take on corruption is that this crime continues to affect all aspects  of employment practices. &nbsp;There are different forms of illegal practices  occurring in private businesses and companies. &nbsp;Most illegal activities  remain unreported for fear of harm allowing the perpetrators to  continue this trend of destruction among honest working people. &nbsp;If  someone suspects this activity in their job management should be  notified immediately to launch an investigation into the matter.</p>

<p>Actually Corruption i doesn`t only happen in our country..Corruption happens in many countries and many world organization. But let me only talk in our country..</p>
<p>Why Corruption can`t be solved as soon as possible in our country??</p>
<p>There are many factors about it which maybe can explain and open your mind.</p>
<p>Here are the factors..</p>
<p>1. Corruption involve many people who make decision and policy. It`s difficult when the people who lead the organization and board involve the corruption.. Can you imagine if the leader of Law institutions which responsibility for fighting against Corruption, but they are corruptor too??&nbsp;</p>
<p>2. Who did not need money? That is the common proverb, everyone likes money even the money from illegal something.&nbsp;</p>
<p>3. Many people did not believe God..I mean, they are prayer but they never recognize and pretend did not know that corruption is not and God really hate corruption and misuse the responsibility..</p>
<p>4. The enforcement law and the punishment for corruption is so weak..</p>
<p>So when 4 factors can`t be solved, don`t even hope that our country will be free from corruption</p>

			<content:encoded><![CDATA[<p>Many people are frustrated at their lack of access to legislators and are stunned at the influence powerful lobbyist and special interests have over lawmakers. The average citizens gains scant attention.  They don&#8217;t have the thousands of dollars to send lawmakers on vacations or fly them around the country. They are merely the voters who put them in office expecting a fair deal. The mother who drives a hundred miles to petition her Representative for healthy school lunches, The owner of a car repair shop who petitions for tax reform. They have no expensive gifts to offer. They are lobbyists too. But do they get their foot in the door? Not likely. The only time these people get any attention is at election time.</p>

<p>We need some changes in our ethics laws that will open up the ears of lawmakers as wide to that mother and small business owner as to powerful special interest groups. Would a cap  on lobbyists gifts work? And how much should it be? Some lobbyists feel that $100. is too little because some of the restaurants lawmakers are taken to cost much more than $100. a meal. How is it that they live in such a luxurious style that they expect a meal that costs over $100 dollars? In my opinion, an honest Representative of the people should live like the people he represents. My question is why do lawmakers feel they are entitled to any gifts at all. They are elected by the people and should be working for the best interest of the people, not the special interests groups that offer them the most expensive gifts. I feel the cap should be zero.</p>
<p>Some say limiting gifts will only hide the influence of lobbyists. States were ranked in 2010 using years of federal data submitted to the FBI by local government. Tennessee ranked number one in overall corruption and number 18 in in public corruption. Florida ranked 12th in public corruption. Both of these states have limits on gifts from lobbyists. Tennessee banned gifts from lobbyists in 1995, yet, in spite of the ban, in 2005 four Representatives and eight other people pleaded guilty or were convicted in the &#8220;Operation Tennessee Waltz,&#8221; a statewide bribery sting conducted in the state&#8217;s capitol.</p>
<p>Georgia has no limits and was ranked in the bottom 25% of the scale in public corruption. That&#8217;s why it&#8217;s thought by many  that limiting lobbyists does not decrease corruption. It is also thought that caps would hide which lobbyists are lobbying which Representatives. Also, Representatives are required to report lobbyist expenditures every 15 days, if gifts were prohibited there would be no reporting and more room for shady maneuvers. Politics is a dirty business and it seems that every elected official  is out to fill his own pockets at the expense of the people who voted him in.</p>

			<content:encoded><![CDATA[<p>India, the largest democratic country in the world, celebrated her 63rd Republic Day recently. It is sad t to find that even after six decades of democratic rule, the country is unable to wake up from the slumber of ignorance. Unfortunately, she is losing her hold on heritage and culture because of the growing poverty and ignorance.<br /><img src="http://s3.amazonaws.com/readers/2012/01/28/republicindia_1.jpg" alt="" width="450" height="257" /><br /><strong>Two sides of democratic India</strong></p>
<p>There was a time when the western world imagined India as a country of snake charmers and saffron-dressed sages. But today, India to the world is a country of technology and man power. The unimaginable growth of cities with flyovers and malls hide the sight of utter poverty and ignorance of millions. The filthy and wretched condition of poor India is hidden from the sight of the universal world by the selfish politicians, who always aim at grabbing votes from the poor and cheating them with false promises. Villages are deserted because of inhuman living conditions. Villagers are forced to migrate to urban areas in search of basic livelihood.</p>
<p><strong>Human beings wallowing in squalor and ignorance</strong> </p>
<p>The naked reality of rural India can shock any human heart. The selfish games of heartless politicians can make any conscience shed tears of blood. These politicians, who are triggered and moved by the narrow-minded monster of castes, are very particular about keeping the masses in poverty and ignorance. </p>
<p>The national committee reports that more than 3.7 million people live below the poverty line in India which makes more than 35 per cent of the world&rsquo;s total illiterate population. UNESCO reports that more than 40 million primary school-age children in India are still kept out of school. <br />Even if the country has a bumper crop and can export, the hungry people of India do not have the purchasing power to buy the food they need.</p>
<p><strong>Why are villages neglected?</strong></p>
<p>Unhealthy bulging in urban areas can be seen well in the development of the Indian cities. Villages are neglected and villagers migrate to urban areas in search of livelihood. This increases the urban population to unsustainable levels. Politicians are clever to attract votes of the middle class people by such urban development and they are sure to win the villagers for a mean amount of cash or a bottle of toddy or hooch. </p>
<p><strong>Democracy or &ldquo;mobocracy&rdquo;?</strong></p>
<p>Politicians of all parties project the cause of caste system to win the votes and make democracy a mean &ldquo;mobocracy&rdquo;. Government officials are seen unashamedly corrupt, ready to cut off all the roots of ethics and morality. Money power, backed by vote-bank politics, can turn democracy easily into &ldquo;mobocracy&rdquo;.</p>
<p>The so-called educated people are not ready to unite to wage a consolidated battle for implementation of the law or think of the country. In fact, the education system aims at only getting a job and nothing else. Mobs, backed by mafia groups are ready to plunder the country at any cost. </p>
<p>To put things in a nutshell, the very process of law and policy making is now based on the whims and fancies of an uninformed, ignorant public, lured by caste mania and controlled by corruption. <br />Only proper education can open the eyes of these ignorant people to rise against the oppressing evils of caste system and selfish politics. </p>

<p>If the public goodwill that followed his appointment is anything to go by, then Muhammad Dikko Abubakar, the sixteenth indigenous officer to head the Nigerian Police who was appointed to the post late last month should have a crisis free tenure. Since his elevation to replace Hafiz Ringim, M.D Abubakar has been described as the new face expected of a Force that had its image badly damaged in recent years. The command posts he headed prior to his elevation to acting IGP is expected to stand him in good stead. How he succeeds in clearing the rot in the Force, restore public confidence in the Force and assure Nigerians the days of Boko Haram insurgents are numbered remains to be seen.</p>
<p>But even as encomiums continue to go his way, the acting IGP is assuming office with a major albatross. As Plateau state Commissioner of Police, he was indicted by the Justice Niki Tobi Commission set up by the Joshua Dariye led administration to investigate the 2001 crisis in Jos. The report did not only indict Abubakar; it also recommended that he should be sacked if he failed to resign from the Force. Though the then civilian administration was accused of being bias, the appointment of Justice Niki Tobi to head the Commission lent some credence to the Commission. It is not clear how the outcome of the report influenced President Goodluck Jonathan in announcing Abubakar to the post.</p>
<p>Besides, there are Nigerians who believe that his academic background may work against him in a Force that has better educated officers in its midst. Like his predecessor, the highest educational qualification of the acting IGP is a diploma. Indeed, the elevation of officers with low educational qualifications has been given as one of the problems bedeviling the Nigerian Police. Said a senior police officer with such views: &lsquo;It is either the man at the top with lower qualifications refusing to deal with better educated officers or the better educated officers refusing to support the man at the top. It remains to be seen how he (Abubakar) will get the support and cooperation of officers with doctorate and masters degrees in the Force.&rsquo;</p>
<p>Born May 5, 1958 in Gusau, Zamfara state, MD Abubakar joined the police force in 1979. He obtained Advance Diploma in Public Administration from Sokoto State Polytechnic in 1993 and Diploma in Criminal Justice Administration from the University of Lagos two years later. He also obtained a Diploma in Disaster Management and Control from Israel. Aside these, the acting IGP attended the General Detective Security Course of the Metropolitan Police, West London, England 1982; Police Mobile Training in Malaysia, 1983; Police Mobile Training in Gwoza, in Borno state in 1983; and General Security and Intelligence Course at the Police Academy in Cairo, Egypt, 1986.</p>
<p>Other courses included Basic Intelligence Course at Military School Badagry, Lagos, 1987; General Security and Terrorism Control course at the Federal Investigation Bureau( FBI) in USA, 1988-1989, International Security Course number 9 at University of Surrey, England, 1991; Intermediate Command Course at Police Staff College Jos, 1991; Senior Command Course at the Police Staff College Jos, 1995; General Security and Intelligence Course at the Israel, Command Force, Israel, 1996 as well as Disaster Management Course at Haifa Israel in 1996.</p>
<p>Between 1991 and 1993, he served as Assistant Commissioner of police, ACP, in charge of Criminal Investigation Department, CID, of the Sokoto State Police Command before he took charge of Federal Operations, Force Headquarters Abuja in late 1993. He was ACP Murtala Mohammed International Airport , Ikeja, 1993-1995; Deputy Commissioner in charge of Airport Police Command, Murtala Mohammed International Airport, Ikeja, Lagos 1993 -1995; and Deputy Commissioner, Lagos State Police Command between 1998 and 2000. Abubakar&nbsp; was also Commissioner of Police, Plateau State, 2000 -2001, Abia State 2001-2002, Kwara State 2002 -2005, Kano State 2006 &#8211; 2007, Airport Command, Murtala Mohammed International Airport Ikeja 2007, and Lagos State 2008. He was appointed as Assistant Inspector General of Police and posted to Zone 2 Command Headquarters, Onikan, Lagos State where he served between 2008 and 2010. He also worked as AIG Zone 5 Command Headquarters, Benin City between 2010 and 2011; AIG Zone 6 Command Headquarters, Calabar 2011 and AIG Zone 12 Command Headquarters, Bauchi from November 2011 until his appointment as the acting IGP yesterday.</p>
<p>Between Louis Edet and M.D Abubakar, Nigeria has had sixteen indigenous IGP&rsquo;s in the fifty two years since she became independent. They are Edet, Kam Salem, Mohammed Dikko Yusuf, Suleman Adamu, Sunday Adewusu, Etim Iyang and Mohammed Gambo. Others are Aliyu Attah, Ibrahim Coomassie, Musliu Smith, Tafa Balogun, Sunday Ehindero, Mike Okiro, Ogbonna Onovo and Hafiz Abubakar Ringim and Abubakar.</p>

		<title>Is Congress Outdated?</title>

		<description><![CDATA[Do we really need an out of control government telling us how to live every aspect of our lives?]]></description>
			<content:encoded><![CDATA[<p>I have been giving this some serious thought and really didn&#8217;t like where my thought process was taking me. It started with the last presidential campaign and all the lies told on the American people and how we sat quietly and took it in. Now we have another presidential campaign getting started (we have ten months of mud slinging to look forward to and supposedly the most expensive presidential campaign in America&#8217;s history) and character assassination is the norm by all candidates. I had to ask myself why would anyone in their right minds willingly put themselves under a political microscope just to hold an office. This is not what our founding fathers envision.</p>
<p>Did they envision a Congress that couldn&#8217;t agree that black is black and white is white? Did they envision a country where elected representatives thought more of themselves than they do of their constituents? Did they envision a national debt of trillions of dollars and growing every day? And they certainly didn&#8217;t envision a government controlling every aspect of our daily lives. And therein lies the problem, a governing body that thinks they must control instead of staying out of our lives and letting us self-govern. For the majority of us, we know right from wrong, Congress doesn&#8217;t appear to have that quality or want it.</p>
<p>We are now at a turning point in this country, we can either accept everything as is and sit on our hands or we can do something about. We have a Congress out of control, willingly accepting bribes for politician favors and legislation, a Congress enacting laws that benefit only a few or the privileged. We have a Congress that doesn&#8217;t listen to the people but to those with money and it must change. What would happen if nobody voted in the coming election or marked none of the above? Would anyone be returned to their Congressional seats? If there was no Congress to get in the way, we&#8217;d probably be better off. Each state could deal with other countries on their own, striking their own deals for foreign trade. The states certainly couldn&#8217;t do any worse than our own government is doing. There would be no favored nation agreements, there would be no foreign aid to countries that only want our money and give nothing in return. The hundred plus countries currently receiving taxpayer dollars would have to fend for themselves.</p>
<p>In my envisioned country, the President would only be a figure head, with no power to start a undeclared war, with no power to spend our money foolishly and certainly couldn&#8217;t keep secrets from the American people. We&#8217;re grownups, we can take the bad news as we have all our lives. Congress would be delegated the power to consider laws presented by individual states and not write them themselves. What a unique idea.</p>
<p>Starting with this presidential campaign, we, as voters and taxpayers, must demand answers from those who wish to sit in the Oval Office, no bulls**t, no skirting the issue and no speech writers. If they don&#8217;t have the answer, man up to it and say you don&#8217;t know. But the candidates have already shown that they won&#8217;t answer any questions they don&#8217;t like and possibly have the questioner escorted out as a disruptive element. 		<description><![CDATA[A commentary on one of history's most depraved figures.]]></description>
			<content:encoded><![CDATA[<p>I recently watched a film on the Marquis De Sade, I had heard his name  previously, but did not believe that he could actually be as depraved as  his reputation.</p>
<p>(The term Sadism is named after him, another article in the triond network makes mention of this fact as well, so should I use it as a reference? Perhaps.)</p>
<p>Anyway moving on, after seeing the film (which is apparently  biographical) I can honestly say I have never been more sickened.</p>
<p>I once believed that he was just misunderstood, perhaps even purposely  misrepresented,(when I 1st heard about him) but after seeing and hearing the things presented in his  biopic, I can understand why he was put in an asylum.</p>
<p> I do not believe he was insane, I believe he had his faculties (with the exception perhaps of his conscience.)</p>
<p> He was immoral,sexually deviant, and corrupt, but not insane by even a stretched definition.</p>
<p>There is no defense for such monstrous behavior as he indulged, his sickness was far deeper than the mind.</p>
<p>His was a sickness in the soul.</p>

		<description><![CDATA[For centuries saints and sages have urged the people to eliminate graft and corruption from private as well as public life; there have been countless sermons against this deep-rooted menace that has eaten into the vitals of society, distorted all values and made mincemeat of morality, truth and virtue.]]></description>
			<content:encoded><![CDATA[<p>But the evil has grown to gigantic proportions and there is hardly any sphere  of social, economic, political and even religious activity that is free from  graft, deception and corruption of some kind. Like the air we breathe, it has  become all-pervasive and entered every aspect of life to such an extent that it  is now regarded as a fact of life and an evil we have to live with.</p>

<p>In fact, a time has come when very few eyebrows are raised when we are  informed of a case of blatant bribery; it is so common, so usual and all too  familiar. We give and take bribes in the sphere of education, government and  private service, all branches of administration, trade and commerce, industrial  activity; scrupulous honesty is rare; even temples and other places of worship  are not free of it. Most of our politicians and legislators indulge in it  without any qualms of conscience.</p>
<p>The great philosopher and reformer Edmund Burke warned the world in the 18th  century that corrupt influence, which is itself the perennial spring of all  prodigality and of all disorder; which loads us, more than millions of debt;  which takes away vigor from our arms, wisdom from our councils and every shadow  of authority and credit from the most vulnerable parts of our Constitution is a  fast growing evil.</p>
<p>The conclusion has, in fact, been drawn that there was never anything devised  by the wit of man which, in course of time, has not been corrupted. At one time,  it was said that a society in which there is corruption cannot survive long, but  this has proved to be a myth.</p>
<p>Corruption has continued, and even increased beyond measure, even as  democracy has spread and civilisation has advanced; so it can no longer be  asserted that democracy and corruption are incompatible; both are de&shy;veloping  fast, and simultaneously, and as far as human vision can go this duality will  continue.</p>
<p>Hasn&#8217;t the time come to accept this menace as inevitable, incurable, almost  as the price of socialism, progress and civilisation?</p>
<p>It is all right to preach honesty and purity in life, but the preachers  either live in a world far removed from reality, or are themselves hypocrites,  talking of one thing but doing another, as if their left hand does not know what  their right hand does&mdash;a veritable case of Jekyll and Hyde.</p>
<p>It is also wholly incorrect to say that our ancestors were fully honest  people and that we should, therefore, follow their example. A close study of  history shows that deception; dishonesty, conspiracy and corruption in vari&shy;ous  spheres of life have existed all through the ages.</p>
<p>Chanakya, the Machiavelli of India and the celebrated author of Arthashastra  (which has been described as the manual of government in the times of the Maury  as), specifically mentions 40 types of ways of embezzling government  property.</p>
<p>Obviously, if corruption and embezzlement had not existed in those good old  days, Chanakya would not have discussed this question in such detail. Graft and  corruption have also been common during Mughal rule, during the regime of the  East India Company, and during British rule also, though the opportunities for  offering open bribes were fewer.</p>
<p>During the rule of the white &#8220;sahibs&#8221;, the favours were secured through other  ways&mdash;&#8221;dalis&#8221; for the &#8220;memsahib&#8221;, receptions to officers on one pretext or the  other and ever so many subtle ways to please the super bosses and bring them  round step by step.</p>
<p>It is true, however, that the opportunities for bribery and palm-greas&shy;ing  have increased greatly with the dawn of Independence, and the growth of  democracy and industry, the system of licenses and permits for setting up  enterprises, securing quotas of raw materials, imports and exports and  expan&shy;sion of trade and commerce.</p>
<p>Consequently, the types of corruption have in&shy;creased a thousand fold; the  panorama is vast and baffling and beyond control however loud the talk of  anti-corruption measures, stringent laws and of de&shy;terrent sentences. Every few  years there is much discussion of this problem which is described as the  foremost issue in the country; corruption is condemned as a cancer in society,  but then there is silence; the flush of enthusiasm fades away and life goes on  in the same way.</p>
<p>The focus of atten&shy;tion shifts to other more pressing problems of bread and  butter and of politico survival; of new ministers and new parties and  politicians, of enquiries and commissions and political witch-hunting, of  majorities and minorities in Parliament and State legislatures.</p>
<p>Perhaps, the most ironic comment on the modern channels and type of  corruption was by Mr K. Santhanam, Chairman of the Committee for Prevention of  Corruption, appointed by the government of India some years ago. The ultimate  sources of corruption, according to him, are <em>(a)</em> Ministers, (b)  legislators, <em>(c)</em> political parties and (d) industrialists and merchants  who seek favours from these three and are willing to pay for them. Item 6 of the  terms of reference of the Committee was revealing by itself&mdash;&#8221;to suggest measures  calculated to produce a social climate, both among public servants and in the  general public, in which bribery and corruption may not flourish&#8221;. This was an  indirect admission that bribery and corruption were indeed flourishing among  public servants and also the general public.</p>
<p>The observations made by the Committee in this connection are significant,  because they stress one of the main sources of graft in the country, and also  the fact that this source has not been tackled by the government. There is a  large consensus of opinion, said the Committee, that a new tradi&shy;tion of  integrity can be established only if the example is set by those who have the  ultimate responsibility for the governance of India, namely the ministers of the  Central and State governments.</p>
<p>The problem is indeed dif&shy;ficult and delicate. Ministers are the leaders of  the political party which, by virtue of being in a majority or a partner in a  coalition set-up, constitute the government. The Committee said that there was a  widespread impression that failure of integrity is not uncommon among ministers  and that some ministers who have held office for 10 to 15 years or so &#8220;have  enriched themselves illegitimately, obtained good jobs for their sons and  relations through nepotism, and have reaped other advantages inconsistent with  any notion of purity in public life&#8221;. The Committee felt that the general belief  about the lack of integrity among ministers is as damaging as actual  failure.</p>
<p>It was for this reason that the Administrative Reforms Commission expressed  preference for a permanent authority to keep a continuous watch over ministers  and suggested the setting up of a Lokpal, who would have the authority to  enquire into allegations against a Central minister or his secretary and  others.</p>
<p>The fact that ministers sometimes accept gifts in cash or kind is undeniable;  several instances are known of ministerial corruption, but there has hardly been  a case of a minister getting convicted or even publicly censured for dishonest  practices. This also applies to politicians and legislators.</p>
<p>There have been many cases of such people accepting bribes. No wonder, there  is a general belief that politics and democracy bring corruption in their wake;  since politics and democracy are indispensable, corruption cannot be avoided;  hence it must be tolerated as a necessary evil.</p>
<p>The standard or size of the bribe naturally differs from man to man,  depending upon his status, his moral character, his inclinations and often the  instigation and compulsions of his wife.</p>
<p>Every man, it is said, has his price, and by and large this has proved true.  When the entire social and economic set-up breathes of what is called &#8220;speed  money&#8221; to push things through, it is almost impossible to resist  temptation&mdash;human beings are, after all, human beings. But the stink lies not  only in the prevalence of the lure of gold, but in the hypocrisy that  accompanies it.</p>
<p>Even after having accepted bribes the corrupt person talks the very next day  of high moral standards and urges people from public platforms to follow Mahatma  Gandhi&#8217;s principles and be honest and pure and zealously, serve the nation.</p>
<p>Such hypocrisy compounds the offence, but our ministers, politicians and  officials are getting thick-skinned; it is all a way of life, a routine, and  hence may be described as unavoidable and a disease that is incurable. After  all, when there is graft, deception and bribery, on a small or big scale at  every step&mdash;in the administration, in the educational sphere, in legislatures and  even, it is believed, in religious institutions&mdash;what is the relatively honest  person to do but to fall in line?</p>
<p>Don&#8217;t we also bribe the gods with gifts of all sorts, so-runs another  argument. Promises and oaths of honesty are soon forgotten, and the norms return  again. These norms are palm-greasing, extortions by politicians from  industrialists, by inspectors from shopkeepers, by officials and clerks from the  public and by everybody from everybody else, even for small favours. The vicious  circle remains.</p>

<p> Kerinci increasingly difficult conditions, even the Regent of Kerinci, Murasman, a report to the Corruption Eradication Commission (KPK) in Jakarta, for an act which is unlawful.</p>
<p> Murasman and Rahman, reportedly based on the findings, Audit Agency (BPK), because of natural disaster grants Kerinci in 2009 there has been corruption.</p>
<p> Various Non-governmental organizations to report to the commission against corruption, the actions of the regents that hurts the Kerinci on natural disaster funds, even involving many officials related to use of these funds.</p>
<p> Deviation, and the misuse of social aid, patterned grant, the reconstruction rehabilitation, post-disaster Kerinci has been accepted by the Corruption Eradication Commission in Jakarta. But the law is not able to give sanction to the Regent of Kerinci.</p>
<p> Regent of Kerinci consider themselves not to use the funds Earthquake of 2009, worth Rp 104 billion, even the Regent has provided a report to the National Disaster Management Agency (BNPB).</p>
<p> Alleged, that the corruption in Indonesia occurred among county officials, provinces, until the central government, even the alleged central government in Jakarta as the supreme leader, had been bribed by the regents.</p>
<p> Because, the reality field, the result of road building only visible pit road, there are no great buildings, even buildings that have been destroyed, because the quality is very minimal.</p>
<p> The fact is, the condition of the realization of development in the Kerinci is not qualified, and can be seen by anyone at any time in the field, but was ignored by the law, and not addressed the central government in Jakarta.</p>

<p>After  serving as Regent of Kerinci, Murasman and Rahman made various efforts  to build Kerinci, especially in improving the physical development,  roads, irrigation, buildings, and other sectors.<br />However, strange things appear in the society, that society does not respect its own leaders, even chided community leaders.<br />This  condition is a rumor the various elements of society, became the talk  of the government, even this issue becomes a problem for the governor  jambi, because Kerinci is part of the province jambi.<br />The  reason people do not care Kerinci, and no respect for leaders, because  one important reason that corruption is a hidden program made by their  leaders.<br />The  reason is evident, a variety of roads, buildings, and public  facilities, only be undertaken with the aim to make money, and not to  serve. But  obtaining quota, earn money deposit of the contractor, enrich  themselves, and project execution is not perfect, because in general the  quality of construction projects can only survive a month.<br />Such as road construction, can only survive a month, and next month the road is visible holes, and beginning to crumble. That is, the quality of the project is not the goal, but it is the mission of enriching themselves.<br />This  issue is not above the law, billions of development funds in Kerinci  expired without result, even the poverty that occurs in Kerinci.<br />Although  it has been recognized by the government Kerinci, but the law remains  silent, even the central government in Jakarta did not perform any act  of.<br />Government  grants Kerinci, Kerinci District is evident from the speech, Murasman,  stating that the 2012 is a qualified official of his day, and the year  before was an official who is not qualified.
