In 1961 the Cold War had entered its second full decade. The United States had a massive nuclear arsenal and the United States population was just emerging from a terrifying communist scare in which people were so afraid of communism they had sunk to accusing anyone even remotely suspected of being communist as a traitor or a spy of the Soviet Union. The containment policy of the United States had become the norm and thousands of nuclear weapons had been built throughout the 1950s.
