Now, such thing can occur only if there is a modification at the genetic level for a mouse. Since, in nay other case, the offspring of the mouse would not have received this property. Now, from this it could be safely assumed that it is possible to speak some other language even of an animal and only requirement is that of the gene which is responsible for such a language. In this case, it happened accidentally due to the natural mutation of mouse but artificially it can done in a controlled manner by identifying the gene responsible for a language and then inserting it into a target organism.   

However, currently the problem is that the genetic engineering field is still not so advanced to develop such a method commercially. but, hope is there that someday it might be possible that by tweaking some of our genes we can the ability to speak animal languages along with human languages. Secondly, another major application of this field could be in creating animals who can speak in human language. So, next time we buy a pet both pet and us  do not have to hassle much in developing a communication and understanding with each other. 

The problem which need to be tackled if we come to the real world other than the economics and success of the technology is the ethical issues. Since, it can be questioned on the moral grounds  that is  it appropriate to change one’s language without obtaining the appropriate permission of the organism. In case of animals , it will be impossible to obtain.

I do not know how much is this true?

But, whatever it is, I would say that we can learn parseltongue if we can know of the hearing perception by our brain. I’m not sure about this, of how a human being can perceive a particular sound.

Some, of hypothesis say that it is the repeated usage of the particular word with a particular work that we can recognize a particular word or language.

Now, if this is the concept then I believe that we can even communicate with snakes if we can learn their language i.e. even we can become parselmouth and we don’t need any gene to understand that language as we don’t need any gene to learn any other language. Possibly, the problem we have to face is in correlating the work done by the snake and its hissing sound.

But, then whatever is the difficulty at least it is not impossible. This gives us the hope that we can learn this language someday.
