Some analysts claimed that Lacson’s appointment to the top PNP post could be the start of Peace and Order to the country and it’s worth help to Estrada’s Administration.

“Panfilo Lacson is qualified to the said post. He is a man of good performance; a dedicated police officer in the Police department – Lacson is strong against all kinds of criminals; either they are his fellow or plain criminals,” President Estrada said.

Lacson, a graduate from the Philippine Military Academy, had sent an army colonel to jail for criminal’s activities including a police colonel, involved in a kidnapping case. But among the biggest and controversial case was when the former PNP chief Roberto Lastimoso was accused by Lacson of trying to set free a drug trafficker, arrested by the junior police officers – allies of Lacson and urged the latter to quit.

When Lacson was appointed to the top PNP post, he cited, “It would be the start of a miserable life. I know I will lose a lot of friends, even if I will create new enemies. It is a contradiction that I will live with that those I will fight, I do not hate and that those I will protect I do not love. I don’t care if I am left only by 50,000 men and women doing the job of law enforcement so long as they are honest in performing duties and professional police in the police force. It is the call of duty that matters,” Lacson said.

In the turnover of command at the PNP headquarters in Camp Crame, Quezon City on November 18, 1999 – Lacson said in a speech, “The rank of untouchable in the police organization should be clean up, they are corrupt who become body of law of criminals elements.” It was widely applauded by the public.

Lacson immediately enforced his first four orders:

• A halt to the police and men of using recovered vehicles from car thieves.
• To stop police officers and men in uniform from playing golf or other games during office hours.
• To stop mulcting of motorists
• To stop diversion of funds for purposes other that those intended.

On Becoming President of the Philippines

“Pag naging president ako ng Pilipinas ay papahuli ko sa mga pulis ang masasama. Tutulungan ko yong mahihirap. Papabilhan ko sila ng mga damit sa mga pulis. Yong pera ay galing sa Pilipinas katulad ni Gloria na kumukuha ng pera sa atin. Papakainin ko sila sa Jollibee para wag na silang magutom. Meron don chicken saka spaghetti. Pag presidente na ako at naging mayaman ako tulad ni Gloria ay bibili ako ng play station, Dora doll saka yong Bratz sa Jollibee.”

“If I become president of the Philippines I will command the police to arrest bad people. I will help the poor. I will ask the police to buy them clothes. The money will come from the Philippines just like Gloria who get her money from us. I will feed the poor in Jollibee so that they will not be hungry anymore. There are chicken and spaghetti there. If I’m already a president and I am already rich just like Gloria I will buy play station, Dora doll and Bratz collection in Jollibee.”

On Her Love Life

“Pag 25 years old na ako saka na ako magbo-boyfriend. Pero habang bata pa ako si Razzel na ang boyfriend ko. Okay lang yon kasi bata pa naman ako. Dapat meron tayong boyfriend para may kasama tayo. Halimbawa pag naging doctor ako ay kasama ko sya habang gumagamot ako. Pero dapat wag mo akong isumbong kay mommy na may boyfriend na ako habang bata pa ako”.

“When I turn 25 that’s the time that I will have my boyfriend. But while I’m still a kid Razzel is my boyfriend. It’s okay coz I am still a kid. We should have a boyfriend so that we will have companion. For example if I become a doctor he should be with me while I take care of my patients. But you should not tell mommy that I already have a boyfriend now.”
