After the establishment of the People’s Republic of China Jiang received his education at the Stalin Automobile Works in Moscow in 1950. He had also worked for Changchun First Automobile Works. He was eventually transferred to public services, where he began to increase in importance and rank, eventually becoming a member of the Communist Party Central Committee, Minister of Electronic Industries in 1983. In 1985, he became mayor of Shanghai, and party leader of Shanghai.
