Before 1999 when tragedy struck a family through accident or sickness, the only places to which families had to turn for long term care of the stricken family member, was nursing homes. In 1999 all that changed when two unknown mentally ill women won the right to live where they wanted to.

"The poor," which certainly includes most of the homeless, are in a bad situation either because they want it that way, or they have earned their state, sometimes involuntarily. In other words, some deserve their fate, others choose it, and yet others have no choice. Even so, our nation sends $billions in aid to countries and causes outside our borders, while the poor remain poor.
