Theoretically, if every teacher in the United States could agree an issue regarding the national standards, then there could be localized discussion by county which would then per an agreed upon deadline, be compiled and sent to the state. Each state would make a determination to needs and advisable changes. Those compilations will then be presented to the Department of Education whom would then cross reference against the No Child Left Behind Act. This would eliminate justifications by districts that standards may not apply to them and create the needed baseline for the development of nationalized assessment.
