In May 2007, Bonoli Guiliano wrote an article entitled, “Time Matters: Postindustrialization, New Social Risks, Welfare State Adaptation in Advanced Industrial Democraties.” His article and thesis seem genuine and well substantiated, more importantly they draw upon common sense; though, he does seem to ignore the aspect of globalization to a certain degree. In his article Guiliano argues that the Northern European nations, more specifically the Nordic Nations, did not develop as extensive industrial based welfare systems when compared to the central and southern European nations after World War Two. As a result, when post industrial societies began to develop in Europe in the 1970s these Nordic nations were able to more swiftly transition their welfare systems. This flexibility allowed the Nordic nations to better meet the new risks that have emerged, when compared to the more industrial based welfare societies of central and southern Europe.
