<p><p>The new laser will be used in studies on the merger by confinement inerţială (&nbsp;<em>inertial confinement fusion&nbsp;</em>- ICF).&nbsp;In the field laboratory is trying to recreate the processes which&nbsp;occur&nbsp;inside stars and the hydrogen bomb explosions.</p>
<p>The installation will be performed by specialists from the Institute for Research in Experimental Physics (RFNC-VNIIEF), one of the leading nuclear laboratories in Russia.&nbsp;In over 60 years of existence, the institute was involved in numerous civil and military nuclear programs.</p>
<p>The project will be realized in Sarov Technology Park, located near Nizhny Novgorod,&nbsp;and&nbsp;the building will be placed laser will measure 360 meters in length and 10 storeys in height.</p>
<p>Radiy Ilkaev, head of project, estimates that the laser will be operational in about 10 years.&nbsp;Ilkaev explained that the project will have two purposes: &#8220;laser will play an important role in defense, because this technology will help the design of thermonuclear weapons. With regard to the civil side, leading physicists realized that the merger with nuclear lasers will play an important role in energy &#8220;.</p>
<p>Ilkaev lasers compared with the similar Russian project in France and the USA.&nbsp;&#8221;Our laser can deliver 2.8 megajoules of energy to the target, compared to the level reached by the other two lasers, 2 megajoules. We build the laser later than other countries, because such a project is very expensive,but&nbsp;Our laser will be the best in the world, &#8220;says Ilkaev.</p>
<p>Process that occurs when an ICF laser is similar to that occurs in thermonuclear bombs,&nbsp;but&nbsp;the laser is trying to release nuclear energy in a controlled manner.</p>
<p>Currently, no laboratory in the world has managed to create more energy than needed ICF laser for laser power.&nbsp;If this can be achieved, the merger would be a clean source of electricity, which could be used for centuries.&nbsp;Elements used in such experiments, deuterium and tritium (heavy isotopes of hydrogen), are abundant in oceans, unlike uranium, nuclear reactors substance used today.</p>
<p>With regard to military use, a laser ICF allows the military to test nuclear weapons arsenal.&nbsp;Countries that have signed&nbsp;<em>the Comprehensive Nuclear-Test-Ban Treaty</em>&nbsp;, including the U.S., France and Russia, can not perform nuclear tests, which means that thermonuclear weapons dating back decades can not be tested to see if works.&nbsp;A superlaser such as allowing to be built nuclear weapons testing in a controlled manner.</p>

			<content:encoded><![CDATA[<p>In ancient times, several tribes would often gather together and choose a strong ruler. When the ruler died, a son, or another member of the family, usually took his or her place. Most of these rulers had absolute control over their people.</p>
<p>Absolute monarchs have been known by various titles. They would be kings or queens in Europe, emperors in Rome, sultans in Arabia, pharoahs in ancient Egypt, and czars in Russia. But not all monarchs were absolute rulers. Religious leaders were often equally powerful, as were the nobles. Both these groups often took part in the governing of countries through the centuries.</p>
<p>If the government of a country is controlled by a few families of noble birth, it is called an aristocracy. If a country is ruled by a tight family group, the government is called an oligarchy. Some Latin American countries today are controlled by oligarchies. In an aristocracy or an oligarchy, the land and wealth belong to a few people. Most peasants and workers are very poor.</p>

			<content:encoded><![CDATA[<p>World War I developed from two complex causes. One cause was the fact that all European countries had developed conscript armies. All adult male citizens of a nation were required to take military training and could be called into combat at any time. Each nation had a military mobilization plan, a process for getting troops and equipment ready for combat with an enemy.</p>
<p>Germany and France could complete their mobilizations in about two days. Italy and Austria-Hungary took four or five days. Russia took about 15 days. Each country had a separate war plan for every possible enemy. If one nation began mobilization, all others mobilized, too.</p>
<p>The second basic cause of the war was a gradual breakdown of agreements among the European nations and a breakdown in the balance of power among them. This was due to a lack of strong political leadership in Russia, Germany and Austria-Hungary. The governments of these nations were being run by incompetent civilian ministers. Nations could no longer depend on each other and so became suspicious of each other. New alliances were made. France and Russia in particular pledged to help each other in case of war with Germany.</p>

			<content:encoded><![CDATA[<p>In 1480, the Spanish Inquisition was established in Spain. This court &#8211; independent of the Church &#8211; persecuted persons suspected of heresy (not believing in the doctrines of the Church). In order to save their lives many Jews converted to Christianity, while secretly practising Judaism. But all Jews were finally banished from Spain in 1492.</p>
<p>Thousands of Spanish Jews emigrated to Turkey, which still followed the Muslim policy of toleration. Jews were expelled from England, France, Germany and Switzerland and settled in Poland and Russia. In the seventeenth and eighteenth centuries, Jews were again welcomed in England and France. Many also sought refuge in the new colonies of North America.</p>
<p>But in Russia and Poland, terrible massacres (pogroms) of entire Jewish villages began. In the centuries of wandering, the Jewish people in every land retained their identity as Jews by retaining their faith. They waited for the coming of a Messiah who would again lead them to the Promised Land.</p>

<td>In a world that is filled with continued atrocities against man and nature how can any one individual survive, let alone prosper? A sobering question considering the complexities of today. The 21st century began with horrific acts of violence against man, continued from the 20th century. Destructive acts against man and nature continue to unfold on the worlds stage. The carnage in Syria where an entrenched ruler refuses to step aside while his country lies ruined by years of civil strife continues to mount. Where the countries of Russia and China are openly sympathetic to that one man rule leaves no doubt that the intentions of those who refuse to openly support the United Nations in trying to defuse a crisis is very dubious at best.&nbsp;This crisis&nbsp;that could very well lead to international confrontations continues to ignite the flames of discontent all over the world.&nbsp;Too often we have witnessed atrocities of unparallel horror against one another only to be left with a world that is still filled hate, bigotry, a lust for power of control over man and a wanton disregard for nature and the environment. Governments have become almost obsolete in their attempts to stop the carnage that is plaguing mankind. Most often attempts to curb the violence have been almost futile in their outcomes. With the countries that still support regimens of dishonor and encourage rebellion the United Nations will remain only an enigma of the rule of international law. What must mankind do to stop the escalation of horrific acts against man and nature? And; What must happen in order to restore balance in nature before we destroy our very own environment?</p>
<p>The first reaction to these questions is a feeling of tremendous frustration that as individuals there is little one can do. Collectively though, much can be done if nations and populations become more focused on solving and stopping the horrendous acts against man, countries, and nature. It is in this light that the United States, The United Nations and all the rest of the other major industrialized countries join to root out terrorist cells, any entrenched ruler that continues to openly defy the cry of oppressed populations, leaders who seek means of mass destruction for their own obsessed distortion of reality and any other faction that is bent on any sort of domination over any one nation or individual. </p>
<p>The task at hand is too great for the United States and some of our allies alone to solve.&nbsp; International crisis that continue to affect every nation around the world continues to thwart the noble intentions of those who want only a peaceful resolution to the problems at hand.. An international resolve with the will and combined means that finally begins to stop the atrocities before they can materialize must begin now. With the realization of the Lisbon Treaty all of Europe has to produce&nbsp;a combined effort utilizing all their available resources to resolve the economic deterioration&nbsp;that is hampering continuity of commerce through-out the Eastern Hemisphere. With so much at stake when countries fall into an erosion of economies like Greece that erosion quickly spreads like a raging forest fire engulfing surrounding economies resulting in a feeding frenzy of diminished economic fortunes for all. When rulers fail to grasp the plight of populations when conditions deteriorate to the point of no return as was the case with last years Arab Spring and now in Syria rebellion remains the only recourse of action to right the wrongs imposed by unsymmetrical rulers who only&nbsp;seek to control and dominate at any cost.&nbsp;&nbsp;&nbsp;When Russia and China openly veto a resolution by the United Nations in trying to persuade the Syrian government to end hostile action against it&#8217;s own population open up questions of their own objectives. The United States must not act alone again. The go it alone approach from the past Bush Administration again proved most futile only to escalate hostile reactions. With over 25% of the economy in Syria based on oil production with&nbsp;Russia and China as their main trading partners it is quite obvious why Russia and China vetoed&nbsp;any&nbsp;decisions the United Nations made regarding sanctions imposed upon the current leader&nbsp;Basher al-Assad. &nbsp;With the world still relying on mid-eastern oil to keep flowing the reactions by countries whose&nbsp;economies depend on importation of oil any sanction imposed&nbsp;will negate any economic resurgence in those countries that rely on imported oil, that includes the United States. By all indications the price of crude oil is expected to escalate to the point that the price people pay at the pump here in America will jump to over $4.00 per gallon as early as April of this year.&nbsp;With two perplexing international crisis simultaneously occurring in which oil as the main export of both Iran and Syria sanctions only continue to give rise to a greater degree of hostile reactions by leaders one in Syria whose domination and control only continues to oppress an already oppressed populous and a leader in Iran whose realm of reality may be distorted to the point that his reactions prove to escalate hostile reactions of other countries who seek to dismantle and defuse what many surmise as a combined threat to world peace.&nbsp;A very perplexing dilemma now faces the Global community. To defuse existing tensions that only continue to mount with-out escalating the current global economic crisis is no easy task. We must remember that any country or countries whose leaders condone and sanction actions that prohibit other countries ability to improve their own economic conditions as well as their own is a prelude to repeat history and on open invitation to ignite hostile action. But, when the world sees what a nation has done to it&#8217;s own population as was the case in Egypt, Lybia and now Syria the global community has an obligation to humanity to intervene to resolve the issues that permitted human rights violations to begin with in the first place. When continued violations of human rights keep occurring all the more reason the global community has an obligation to intervene. &nbsp;It is time that the United Nations openly invite Basher al-Assad of Syria, Iran&#8217;s President Mahmoud Ahmadinejad along with Iran&#8217;s Supreme leader Ali Khamenei to a series of meetings&nbsp; with the objective of resolving why especially in Syria the use of force against their own populous as a means to suppress a population that only seeks better economic opportunities continues. At the same time to resolve&nbsp;why Iran with the rest of the world against&nbsp;this nation that is trying to achieve what other nations already have {nuclear energy} is perceived as a nation bent on delivering weapons of mass destruction. Open dialogue is essential to resolving disputes whatever they may be. If we don&#8217;t start utilizing peaceful means of communication between nations the words of General Douglas Mac Arthur will&nbsp;most undoubtedly come true.&#8221;If we do not now devise some greater and more equitable system Armageddon will be at our door. The problem is basically theological and involves a spiritual recrudescence and improvement of the human character that will synchronize with our almost matchless advances in science, art, literature and all material and cultural development of the past two thousand years. It must be of the Spirit if we are to save the flesh.&#8221;&nbsp;&nbsp;&nbsp;&nbsp;</p>

Sure, people have died in my life.&nbsp; My father died of cancer when I was 14.&nbsp; Both grandparents died.&nbsp; My uncle&hellip; but all these people seemed lengths apart from me in age and experience.&nbsp; They lived through their youth.&nbsp; You &#8211; you were just beginning.&nbsp; Plenty of time left- for both of us&hellip;&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; I remember the first time I met you was at teacher orientation.&nbsp; You came in with your perfectly done makeup and your big eyes and great style.&nbsp; You rocked YOU.&nbsp; We met numerous times after that but the most memorable for me was a Birthday party/ Halloween Party in which you saved the day. &nbsp;Two People with no costumes?&nbsp; No worries!&nbsp; You did makeup&nbsp;expertly&nbsp;to make them look like they had bruises. &nbsp;I don&rsquo;t know where you learned to do this.&nbsp; I didn&rsquo;t ask.&nbsp; I should have.&nbsp; It was brilliantly done.&nbsp; I didn&rsquo;t tell you this at the time.&nbsp; I should have.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; As for you- You were stunning.&nbsp; You took an outfit anyone would wear on a normal day and with makeup and accessories made it look like a perfectly planned Mime&rsquo;s attire. Your red lipstick wowed.&nbsp; You sang Lady Gaga &ldquo;Bad Romance&rdquo; and did makeup happily chatting about the bad choice in music.&nbsp; You were always smiling.&nbsp; You make me realize that I need to get a handle on ME.&nbsp; In your words, &ldquo;To live. To love. To laugh.&rdquo; &nbsp;&nbsp;And even though I barely knew you, you&rsquo;ve changed my life.&nbsp; This is dedicated to Crystal Veytia.</p>

<p>We the Russian federation would like to enact a treaty with The United States of America to decrease the number of nuclear war heads both countries have stock piled.&nbsp; Currently the agreed number under the new START treaty enacted on March 24, 2010 had both countries stockpiling 1,500 nuclear warheads. &nbsp;But for measures of good grace and to decrease the possibility of worldwide catastrophe from either party due to nuclear weaponry the number of war heads must be decreased.&nbsp; We would like to decrease the number of warheads to 300 on each side in order to ensure the relative safety of not only both countries but the world.&nbsp; This treaty must be enacted in order to ensure that neither Russia nor the United States under any circumstances can cause irreparable harm to the planet because of a quarrel between two countries.&nbsp; It has become apparent that Russia and the US have no need for these weapons at the moment and should the need arise for them the eminent danger to everyone in the world would be momentous.&nbsp; Because of these reasons we have decided it is best to lower the total number of stockpiled nuclear warheads.&nbsp;</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; We the Russian Federation feel the need to usher in a new era of good fortune and trading scenarios between ourselves and Armenia.&nbsp; To do this we have decided the best course of action is a legally binding treaty between each country in which they both invest in the others well being.&nbsp; The articles of this treaty will chronicle how Russia will be obligated to continue to supply Armenia with the essential imports it need and not drive prices up even though they are the sole contributor to a single Armenian market.&nbsp; And consequently Armenia will be bound to Russia and committed to the importing of their products including oil, coal, and natural gas.&nbsp;&nbsp; Armenia will agree to not attempt to dictate the Russian markets and abuse them for their own personal gain.&nbsp; Furthermore Armenia will attempt to stay&nbsp;</p>

			<content:encoded><![CDATA[<p><p>During the past regime of the Soviet Union the United States had a stressed relationship with the Soviet Union because of the core differences between communism and capitalism.&nbsp; But as each new president is ushered in it seems relations between the United States and Russia are strengthening.&nbsp; Originally under the transitional government run by Boris Yeltsin the Russian Federation was generally hostile towards the United States during the Kosovo war.&nbsp; Although the US supported their rapid and aggressive industrialization the reforms caused many damaging affects to the economy.&nbsp;&nbsp; Relations worsened when Bush withdrew the Anti-ballistic Missile treaty.&nbsp; And Russia also opposed the 2003 invasion of Iraq.&nbsp; The united states also believe that under Putin the government was becoming authoritarian and non-democratic.&nbsp;&nbsp; Particularly the human rights violations in Chechnya and alleged murder of members of the press as well as political dissidents.&nbsp; One of the biggest problems between the two countries is the US plan to place missiles in Poland.&nbsp; Vladimir Putin and President Bush had two other at odds issue the Iranian nuclear program and the repositioning of Russian missiles.&nbsp; Both accounts were seemingly harmless Russian backing of programs that the United States slightly dramatized causing uproar.&nbsp; Under President Obama and Medvedev the tone of relations is much more hospitable.&nbsp; The most recent treaty between the two countries was about a common interest of reducing the stockpile of nuclear weapons.&nbsp; On March 24, 2010 the New START treaty was signed reducing the number of nuclear war heads both countries would stockpile to 1,500</p>
