This is a satire aimed at the governments, specially the third world countries. Taxes are imposed without any rhyme or reason. The people are already subjugated with unnecessary restrictions so either they are not allowed to speak against the rulers or if they have the courage to speak, then the government twists them by involving them in some kind of judicial matters, then the person runs around the courts for the rest of his life.
