			<content:encoded><![CDATA[<p>According to sources, the transfers began again in January after three rounds of inspections by NATO officials at 12 of the 16 facilities where, according to a U.N. report released publicly in October, some detainees were subjected to &#8220;systematic&#8221; torture.</p>
<p> The Afghan government has replaced the directors of several of the facilities in recent months as part of an effort to prevent the abuses, Major Carl Dick, a U.S. military officer involved in inspections and re-certifications, told reporters.</p>
<p> &#8220;We see no gross violations of human rights,&#8221; he said of the 12 facilities that have been listed as &#8220;certified.&#8221;</p>
<p> The coalition is monitoring those detentions, along with the United Nations and the International Committee of the Red Cross, to make sure abuses do not occur again, he said.</p>
<p> If they do recur, the coalition will be forced to again halt the transfer of detainees, he said.&nbsp;</p>

<td>In a world that is filled with continued atrocities against man and nature how can any one individual survive, let alone prosper? A sobering question considering the complexities of today. The 21st century began with horrific acts of violence against man, continued from the 20th century. Destructive acts against man and nature continue to unfold on the worlds stage. The carnage in Syria where an entrenched ruler refuses to step aside while his country lies ruined by years of civil strife continues to mount. Where the countries of Russia and China are openly sympathetic to that one man rule leaves no doubt that the intentions of those who refuse to openly support the United Nations in trying to defuse a crisis is very dubious at best.&nbsp;This crisis&nbsp;that could very well lead to international confrontations continues to ignite the flames of discontent all over the world.&nbsp;Too often we have witnessed atrocities of unparallel horror against one another only to be left with a world that is still filled hate, bigotry, a lust for power of control over man and a wanton disregard for nature and the environment. Governments have become almost obsolete in their attempts to stop the carnage that is plaguing mankind. Most often attempts to curb the violence have been almost futile in their outcomes. With the countries that still support regimens of dishonor and encourage rebellion the United Nations will remain only an enigma of the rule of international law. What must mankind do to stop the escalation of horrific acts against man and nature? And; What must happen in order to restore balance in nature before we destroy our very own environment?</p>
<p>The first reaction to these questions is a feeling of tremendous frustration that as individuals there is little one can do. Collectively though, much can be done if nations and populations become more focused on solving and stopping the horrendous acts against man, countries, and nature. It is in this light that the United States, The United Nations and all the rest of the other major industrialized countries join to root out terrorist cells, any entrenched ruler that continues to openly defy the cry of oppressed populations, leaders who seek means of mass destruction for their own obsessed distortion of reality and any other faction that is bent on any sort of domination over any one nation or individual. </p>
<p>The task at hand is too great for the United States and some of our allies alone to solve.&nbsp; International crisis that continue to affect every nation around the world continues to thwart the noble intentions of those who want only a peaceful resolution to the problems at hand.. An international resolve with the will and combined means that finally begins to stop the atrocities before they can materialize must begin now. With the realization of the Lisbon Treaty all of Europe has to produce&nbsp;a combined effort utilizing all their available resources to resolve the economic deterioration&nbsp;that is hampering continuity of commerce through-out the Eastern Hemisphere. With so much at stake when countries fall into an erosion of economies like Greece that erosion quickly spreads like a raging forest fire engulfing surrounding economies resulting in a feeding frenzy of diminished economic fortunes for all. When rulers fail to grasp the plight of populations when conditions deteriorate to the point of no return as was the case with last years Arab Spring and now in Syria rebellion remains the only recourse of action to right the wrongs imposed by unsymmetrical rulers who only&nbsp;seek to control and dominate at any cost.&nbsp;&nbsp;&nbsp;When Russia and China openly veto a resolution by the United Nations in trying to persuade the Syrian government to end hostile action against it&#8217;s own population open up questions of their own objectives. The United States must not act alone again. The go it alone approach from the past Bush Administration again proved most futile only to escalate hostile reactions. With over 25% of the economy in Syria based on oil production with&nbsp;Russia and China as their main trading partners it is quite obvious why Russia and China vetoed&nbsp;any&nbsp;decisions the United Nations made regarding sanctions imposed upon the current leader&nbsp;Basher al-Assad. &nbsp;With the world still relying on mid-eastern oil to keep flowing the reactions by countries whose&nbsp;economies depend on importation of oil any sanction imposed&nbsp;will negate any economic resurgence in those countries that rely on imported oil, that includes the United States. By all indications the price of crude oil is expected to escalate to the point that the price people pay at the pump here in America will jump to over $4.00 per gallon as early as April of this year.&nbsp;With two perplexing international crisis simultaneously occurring in which oil as the main export of both Iran and Syria sanctions only continue to give rise to a greater degree of hostile reactions by leaders one in Syria whose domination and control only continues to oppress an already oppressed populous and a leader in Iran whose realm of reality may be distorted to the point that his reactions prove to escalate hostile reactions of other countries who seek to dismantle and defuse what many surmise as a combined threat to world peace.&nbsp;A very perplexing dilemma now faces the Global community. To defuse existing tensions that only continue to mount with-out escalating the current global economic crisis is no easy task. We must remember that any country or countries whose leaders condone and sanction actions that prohibit other countries ability to improve their own economic conditions as well as their own is a prelude to repeat history and on open invitation to ignite hostile action. But, when the world sees what a nation has done to it&#8217;s own population as was the case in Egypt, Lybia and now Syria the global community has an obligation to humanity to intervene to resolve the issues that permitted human rights violations to begin with in the first place. When continued violations of human rights keep occurring all the more reason the global community has an obligation to intervene. &nbsp;It is time that the United Nations openly invite Basher al-Assad of Syria, Iran&#8217;s President Mahmoud Ahmadinejad along with Iran&#8217;s Supreme leader Ali Khamenei to a series of meetings&nbsp; with the objective of resolving why especially in Syria the use of force against their own populous as a means to suppress a population that only seeks better economic opportunities continues. At the same time to resolve&nbsp;why Iran with the rest of the world against&nbsp;this nation that is trying to achieve what other nations already have {nuclear energy} is perceived as a nation bent on delivering weapons of mass destruction. Open dialogue is essential to resolving disputes whatever they may be. If we don&#8217;t start utilizing peaceful means of communication between nations the words of General Douglas Mac Arthur will&nbsp;most undoubtedly come true.&#8221;If we do not now devise some greater and more equitable system Armageddon will be at our door. The problem is basically theological and involves a spiritual recrudescence and improvement of the human character that will synchronize with our almost matchless advances in science, art, literature and all material and cultural development of the past two thousand years. It must be of the Spirit if we are to save the flesh.&#8221;&nbsp;&nbsp;&nbsp;&nbsp;</p>

<p>Minister of Planning and Administrative Development Palestinian Ali Jarbawi yesterday that Israeli restrictions on Palestinian economy had inflicted the last seven billion dollars at least in the year 2010, an amount approaching the size of the annual GDP of Palestine.</p>
<p>He said at a seminar organized by the Jarbawi United Nations in Cairo on the economic cost of the Israeli occupation, that about $ 4.5 billion is losses resulting from the heavy restrictions imposed on the Palestinians access to their natural resources, whether water or land, minerals, or natural gas.</p>
<p>The Palestinian official told a gathering of representatives of diplomatic missions and United Nations agencies to the security needs do not justify such restrictions, saying it was &#8220;pure theft, as many of the listed resources exploited by Israel and its citizens and even members of its government.&#8221;</p>
<p>Because of the economic siege economy grew black &#8211; adds Jarbawi &#8211; deprives the Palestinian treasury of more than a third of its revenues from customs duties.</p>

<p>He believed that the Arab &#8220;were not needed to use the veto, we were about to reach a conclusion on this decision, which was supported by everyone,&#8221; he added, &#8220;perhaps interpreted the Syrian government, however, that the international community is unable to do anything.&#8221;</p>
<p>It is expected to meet with Arab foreign ministers again next week to discuss the fate of the Observer Mission withdrew after six Gulf, Jordan, Morocco, its observers.</p>

<p>However, the United Nations Coordinator for Humanitarian Affairs in Somalia, Mark Bowden emphasized that &#8220;gains remain fragile and will turn to the contrary, without the continued support.&#8221;</p>
<p>Warning of Famine<br />The United Nations announced last July for the existence of a famine in the two regions of southern Somalia, and then extended the warning of famine in the September / September to include six regions of eight.</p>
<p>The organization said that initially 750 thousand Somalis are at risk of imminent death from hunger, and then reduced the figure to 250 thousand last November.</p>
