			<content:encoded><![CDATA[<p>In the near future, the need for human drivers may be lost. Currently in the city of Berlin, a completely computerized car has already hit the road. The car was designed and engineered by scientists at the Free University of Berlin, and is funded by Volkswagen. This car is able to navigate through busy streets with help from advanced on-board technology, including a computer, a precision satellite navigation system, cameras, and laser scanners. This combination of devices allows the car to identify traffic, pedestrians, traffic lights, and other objects. The car&rsquo;s artificial intelligence also allows the car to react in each situation, with a faster reaction time than an average human.   &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; There is just one concern for a car like this. Who will take the blame when an accident occurs; the owner/passenger or the car manufacturing company?   In theory, a computerized car is safer, since it makes fewer mistakes.</p>

			<content:encoded><![CDATA[<p><p>Homeland Security and the FBI have issued an alert for small planes that may be used in attacks on 9/11/11. It is the ten year anniversary of the Twin Tower attack and everyone is on high alert. There are no special issues or positive threats, but everyone should be on alert. Small planes are the most accessible at the moment and can be flown from private airports under radar.</p>
<p>If the planes are loaded with explosives or chemicals for an attack, they can do major damage in a large city or community celebrations. Explosives are the biggest concern at the moment. Any small planes that refuses to identify themselves on 9/11 this year could be in serious trouble. All avenues are being watched in order to protect everyone in this country.</p>
<p>In case of chemical attack, it could cause major damage to cities with large populations and spread quickly across the country. If there is an attack, stay inside and wait for further instruction if you are not in the area. If you are in the area of the attack, leave. Remove yourself and family from the area quickly, but calmly.</p>
<p>Everyone in large cities and small towns need to be aware of unusual activity or requests on the days before and during 9/11. If you feel uncomfortable about a situation, contact your local law enforcement right away. Not only should you be aware of small aircraft, but if you see vehicles, vans or trucks in your area that are not normally there, report them to the authorities and let them investigate the situation.</p>
<p>If there is an attack, power could be out in the area for several days. Be sure to plan for water and food, emergency supplies and lighting. Have a family plan if you must leave and stay together during 9/11 celebration commemorations.</p>

		<description><![CDATA[If YOU can do it you should not be sanctioned to prevent or cite OTHERS from doing it. How come a traffic officer can essentially do something which for you and me is illegal while in the performance of their job?]]></description>
			<content:encoded><![CDATA[<p>We were let out of work a few hours early last night because we were  caught-up on production quotas for the day. I for one welcomed the  early reprieve from work as I have been suffering with a rather obnoxious cold for the last few days.</p>
<p>As I was driving south on one of the major  residential boulevards here in the west end of Toronto I was impressed  at how empty the streets were at 4 am. Just a few buses on the regularly  scheduled routes, and me. Normally even these residential streets are rather busy.</p>
<p>Approaching the west-bound intersection  where I would need to turn I was fast approaching a car standing in the  middle of the southbound lane, with the four-way flashers on and  driver-side door open. Someone clearly had just stopped their car and got out as if to make a delivery.</p>
<h3>What&#8217;s It Doing?</h3>
<p>There was no traffic lights or stop sign here, just a straight away. Why was this car just stopped there with the 4-way flashers on?</p>

<p>My first thought was that there was a collision. Vehicle/pedestrian incident. Something or someone had been struck.</p>
<p>In  the twilight of the streetlamps I could see someone taking strides  towards the open door of the car and getting in. I was approaching at  the speed limit, but not actually decelerating yet. I guess I wanted to get a  point across that they were parked or &#8217;standing&#8217; in an unsafe spot,  illegally.</p>
<p>As I got closer to the car I could see the reflective letters  emblazoned across the trunk of the car &#8220;PARKING ENFORCEMENT.&#8221; It was  none other than lovely Rita, Meter Maid citing illegally parked cars on both sides of the street. A Traffic Cop, citing  illegally-parked cars while itself, standing in the middle of the lane.</p>
<p>She pulled her police cruiser over to the side of the road thus allowing me to pass safely.</p>
<p>Opps!</p>
<p>I was rather nervously watching my rear-view mirror to see if I might be pursued, for at 4 am a car that rolls up as fast (but within the speed limit) and decelerates at the last few seconds is usually &#8230;<i>an impaired</i> <i>driver</i>. I was not followed.</p>

			<content:encoded><![CDATA[<p>If you looked for one area in your life you could change that would have the biggest impact on both your pocket book and the environment, what would it be? Your driving habits, of course.</p>
<p>Can you imagine the difference to the environment if everyone in the world made an effort to drive smart? Just think of the tonnes of pollution emitted by idling vehicles every year.</p>
<p>Vehicles are a major source of pollution world wide. They are also  expensive. Expensive to buy, expensive to insure, expensive to drive.</p>
<p>Drive smart &#8211; save green, is a catch phrase we all need to remember every time we get in the vehicle. The following is a list of some of the ways you can change your driving habits for the better.</p>
<ol>
<li><strong>Stop driving.</strong> Alright, not very practical I agree but it is the most obvious way to drive smart and save green. Another alternative would be to leave the car parked and walk, ride a bike, car pool or take public transport.</li>
<li><strong>Slow down.</strong> The optimum driving speed for most vehicles is between 50 and 60 mph. This is the speed that most vehicles run the best and has the best fuel mileage. </li>
<li><strong>Tires.</strong> Almost 20% of the fuel used by your vehicle is used to overcome tire roll resistance. That&#8217;s huge! Help your vehicle by using quality tires, keep them properly inflated and replace them when they wear out. The extra paid for good tires will be recovered in fuel savings.</li>
<li><strong>Lighten the load.</strong> The heavier the vehicle, the more fuel it will take to keep it moving. Get rid of the extra stuff in the trunk that you don&#8217;t need. Keep this in mind when you are purchasing a vehicle as well. A long box, 1T, dually will cost more to operate than a short box, half ton.</li>
<li><strong>Shut it off.</strong> Don&#8217;t leave your vehicle idling. It burns fuel and pumps unnecessary pollution into the environment, not to mention the fact that it is nasty for the people exposed to your exhaust. Have you ever come out of a store to find an idling vehicle parked beside you? Or had to park behind an idling vehicle while you wait to pick someone up? You vehicle fills up with exhaust from that idling vehicle and you can&#8217;t breath. Nasty!</li>
<li><strong>Drive smoothly.</strong> Erratic driving, sudden acceleration or braking uses lots of gas &#8211; not to mention the wear and tear on your vehicle. Keep things smooth and you will have better fuel consumption and less chance of breaking something.</li>
<li><strong>Maintenance.</strong> Keep your vehicle in optimum running condition. Regular oil changes and general maintenance will pay off in the long run, both for your pocket book and the environment.</li>
</ol>
<p>Most of these tips are simply common sense but sometimes we need to be reminded of the benefits. Driving a vehicle is a luxury. You can probably survive without a car.</p>
<p>In any event, if you really want to drive smart and save green you will find a way to leave your vehicle parked a bit more and change your driving habits for optimum performance.</p>

			<content:encoded><![CDATA[<p>Do you want to drive a Tank? Tanks are heavily armed combat vehicles that move on two continuous metal chains referred to as tracks. They are usually equipped with a&nbsp;cannon&nbsp;mounted in a revolving turret and automatic weapons as machine guns. During the First World War, British engineers developed tanks to satisfy the need for armored attack tracked vehicles that could cross the muddy, uneven, and dangerous terrain of the trench warfare battle zone. The first tanks participated in combat operations at the&nbsp;Battle of the Somme&nbsp;in 1916. In the Second World War,&nbsp;Germany&#8217;s tank forces were the most effective in&nbsp;Europe because they were organized into fast-moving massed formations with great striking power. After the Second World War, tanks became larger and more heavily armored. A few modern battle tanks weigh more than 60 tons and they are capable of road speeds of 60 to 70 kilometers per hour. The modern battle tank&rsquo;s standard main armament is a 120-mm gun, which fires armor-piercing projectiles, laser range-finders, and infrared heat imaging devices designed to aid in sighting the enemy&rsquo;s heat emissions. Driving a battle tank requires months of training before a soldier can be qualified to drive these modern weapon systems. The following information reveals basic tank driving instructions.</p>
<p><strong>Tank Driving Instructions</strong></p>
<p>First, learn the basic makeup of a tank because most main battle tanks have a Periscope, Gun mantlet, coaxial gun, bore evacuator, main gun, driver&rsquo;s optics, driver&rsquo;s hatch, glacis plate, continuous track, machine gun ammunition, commander&rsquo;s machine gun, hatch or cupola, gun turret, turret ring, hull, engine air intake, engine compartment, armored skirt, drive sprocket, link, and road wheel system.&nbsp; When you have learned the tank&rsquo;s basic makeup, survey your area before entering your tank.&nbsp;Assess your immediate surroundings before entering&nbsp;your tank because your field of vision becomes limited when you are&nbsp;inside. Understand that you will be part of a three or four person tank crew, where you are the driver. Remember to avoid obstacles, unstable ground, steep&nbsp;slopes, and banks until you are more experienced with the tank because these objects may cause your tracked vehicle to turn over.</p>
<p>Second, enter your tank by&nbsp;using the step on the left front of your tank to&nbsp;climb onto the front of your tank. Find your driver&rsquo;s&nbsp;escape&nbsp;hatch, which should be below the Tank turret. Raise and swing the hatch to&nbsp;the side before locking it in the open position. Climb inside your tank before&nbsp;closing and locking the hatch behind you. Remember how to unlock the hatch quickly because if your tank is penetrated by a projectile or missile weapon system, you need to leave quickly if you survive the hit.</p>
<p>Third, take a seat comfortably.&nbsp;The driver&rsquo;s seat should be located in the center of the interior tank space and it is&nbsp;tilted backwards as a dentist&rsquo;s chair because of the&nbsp;driving area&rsquo;s low ceiling. Change the height and the angle&nbsp;of your seat until you become comfortable where you can see through the periscopes in front of your seat and you can reach the controls easily.</p>
<p>Fourth, recognize your tank&rsquo;s measurements and instruments.&nbsp;Your driver&rsquo;s master control panel sits to your right and&nbsp;instrument panel to your left. The instrument panel&nbsp;features your fuel level indicator and other measurements&nbsp;while the control panel holds the switches and knobs&nbsp;necessary to turn on the tank&rsquo;s engines, fans, and other systems. The control system and measurements are usually marked. Your gearshift should be located atop the steering handle in front of you.</p>
<p>Fifth, examine your fuel gauge system.&nbsp;Inspect your fuel gauge on the instrument panel to&nbsp;your left to determine if you have enough fuel to drive the tank and reach your destination. Tank&nbsp;fuel consumption is measured in gallons per mile. You&nbsp;will need 10 gallons just to start the engine and about&nbsp;two gallons per mile when you get going. You can travel&nbsp;about 300 miles on a full tank of fuel.</p>
<p>Sixth, start your tank engine.&nbsp;Flick the silver ignition switch at the bottom left-center&nbsp;of your control panel up to the on position. The&nbsp;engine will warm up for about four to five minutes. You can speed up the warming process by revving the engine, twisting back the throttle on the right steering grip like a motorcycle grip.</p>
<p>Seventh, test your periscopes.&nbsp;The driver&rsquo;s visual system consists of three periscopes&nbsp;that look like windshields. The two on either side of&nbsp;you allow you to view in front of the tank and to its&nbsp;left and right for about a 120-degree visual field. In&nbsp;between those two periscopes, you will find a central&nbsp;image-intensifying periscope, which looks straight&nbsp;ahead, for use in driving at night or in smoky or dusty&nbsp;situations.</p>
<p>Eighth, release your parking brake.&nbsp;The parking brake control is to the right of your&nbsp;steering handle. Pull on its black, T-shaped handle,&nbsp;twist and ease it downward to release it. Also,&nbsp;put the tank into gear.&nbsp;Pull the silver transmission selector knob above the&nbsp;steering handle and ease it into the D-drive section,&nbsp;second from the right.&nbsp;Begin driving your tank slowly because&nbsp;some tanks can accelerate from zero to 40 kilometers per hour in less than&nbsp;10 seconds. Gently ease your throttle backwards to move ahead,&nbsp;slowly at first, twisting back further as you feel more&nbsp;comfortable when handling the tank at higher speeds.&nbsp;Also, steer your tank carefully. Guide your tank as you would a bicycle, snow-mobile, or motorcycle by rotating the steering handlebar to the left and right.</p>
<p>Ninth, listen for tread buildup because the tank&rsquo;s treads can become disabled with debris.&nbsp;When the tank cease responding quickly to your steering and instrumental commands, you may have mud, sand, or some other substance built up on your tracks, which may cause the treads to come off the wheels, leaving the tank powerless, which is dangerous during combat operations. This buildup is usually revealed by&nbsp;a cracking or a popping sound. You should drive your tank forward over level ground until the cracking and popping sound ends, indicating that the tracks have cleared themselves.&nbsp;Additionally, put your brakes on when&nbsp;you have arrived at your destination. You come to a&nbsp;stop by easing your foot down on the service&nbsp;brake located on the floor beneath your steering handle.&nbsp;Before exiting the tank, reapply the parking brake by&nbsp;pulling the black T-shaped handle to your right.</p>
<p>Finally, be aware of potential problems.&nbsp;Put on protective head and body gear before entering your&nbsp;tank. Tank interiors are designed with levers, knobs, and&nbsp;other protruding objects that can seriously injure tank operating personnel.&nbsp;Don&rsquo;t&nbsp;attempt to board a tank or get inside a tank while it is moving, no matter how slowly it is in motion.&nbsp;Wear noise-canceling headphones to protect your hearing because tank&nbsp;engines are very loud. Run the exhaust fan for five to six minutes for&nbsp;every hour you are on board because you may need to replenish the tank&rsquo;s oxygen supply. Tank interiors are often nauseating and claustrophobic for many tank drivers because they are usually fill with the awful orders emanating from their gigantic engines. &nbsp;Additionally, some of the best main battle tank vehicles to drive are the American M1 Abrams tank, Soviet T-72 tank, Soviet T-80 tank, Russian T-90 tank, Chinese Type-59 tank, Chinese Type 62 tank,&nbsp; and Chinese Type 79 tank.</p>

<p>I&#8217;m talking about a multiple function vehicle used by and made for SWAT teams. A SWAT team specialty vehicle is a multiple function vehicle that can serve as a nerve center, or command center in the field and equipped for emergency situations of all types. From weather related emergencies to civil incidents. The design of this custom transport vehicle needs to have technically able work areas for strategy. It needs to transport a team, equipment included for quick action where speed of implementation could be, literally, life and death. The description I&#8217;ve just provided is a custom transport vehicle designed for a SWAT team. </p>

On or about 9:oopm, August 6, 2001, an unidentified driver parked his service car along the Doe Street, Poonin City, in the proximity of the Maybelle Hotel, just across the Jeffrey Stark Inn thereby causing traffic congestion.</p>
<p>Prior to the incident, the Parking Guards have earlier received instruction from the HRD disallowing  any car of the Maybelle Hotel&rsquo;s guests to park at the street facing the ramp of the Jeffrey Stark Inn because it really narrows down the turning space of the Jeffrey Stark driveway. Remembering the HRD instruction and likewise to avoid being screwed up by the management, the  Parking Guard immediately approached the driver and politely requested him to move his car out of the Jeffrey Stark driveway. The guard courteously explained that it would really be too crowded for any vehicle to maneuver from the ramp because of his car being parked on the opposite side. He even cited the city ordinance against rampant use of this space and the appropriate action taken against violators.  Ironically, the driver did not heed to the guard&rsquo;s request and instead went on to park even closer to the opposite side facing the driveway.  To avoid misunderstanding, the guard finally decided to stop appealing and quietly walked away &#8211; only to learn later that the said driver called up the Jeffrey Stark Inn&rsquo;s HRD Department and broached out his complaint against&nbsp;<img src="http://s3.amazonaws.com/readers/2010/07/05/31022clipartillustrationofamalesecurityguardinuniformspeakingthroughawalkietalkieoverawhitebackgroundwithbluecircles_1.jpg" alt="" />him.</p>
<p>The next day, the poor guard received Memo from his agency ordering him to report to their office within 24 hours upon receipt of this memo.  He found out later that he was requested by the Inn to be relieved and be replaced with a new guard on account of that incident.</p>
<p>During the investigator&rsquo;s ocular inspection, it was noted that the topic of argument was the parking space located in front of the Maybelle Hotel facing and across the ramp of the Jeffery Stark Inn.  In simple analysis, the width of the Doe Street is just good enough for the incoming and outgoing vehicles to turn to and from the Jeffrey Stark driveway. Nonetheless, it would be too constricted for the turning cars, especially big cars, if the opposite side of the street would be occupied by another parked vehicle. Forasmuch as it was a two-way road, any vehicle parked across the road facing the ramp would be an added difficulty for the vehicle to maneuver.</p>
<p>On the other hand, the parking guard was tasked to enforce the policy issued by their HRD. However, such kind of parking guidelines may always be susceptible to resistance from stubborn driver or car owners, rather &nbsp;he would be subjected to complaint&nbsp;if he would insist to follow this order .  The guards&rsquo; situation must therefore be&nbsp;well thought-out&nbsp;by the client and the agency  &ndash; for the guard can never use force to oblige the driver to move his car out of the opposite side for smooth flow of traffic in and out of the driveway. What he can only do is to politely ask for understanding.</p>
<p>The agency on the other hand, whether it likes it or not, must recall back his guard to unit (RTU), to satisfy the client&rsquo;s request. There is no more reasoning as far as the agency-clients relationship is concerned. It is purely business. But there is one lingering problem; the guard who was previously replaced has been in floating status (meaning &ldquo;no-work-no-pay&rdquo;) since then &#8211; for simple reason that the agency could not find a new client/post for his reassignment.  And while patiently waiting for an assignment&hellip; for several months now, his family consequently goes through some rigid tightening of belt&hellip;and suffers.</p>
